KITTITAS COUNTY <br />SHERIFF'S STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 109 - ELLENSBURG/WEBEX <br />Regular Meeting <br />WEDNESDAY 1 8:25 AM* I Aril 6, 2022 <br />Board members present: Chairman Laura Osiadacz, Commissioner Cory Wright, Commissioner Brett <br />Wachsmith <br />Others: Sheriff Clay Myers, Inspector Chris Whitsett, Public Works Director Mark Cook, Airport Director <br />Ken Grannan <br />(*Meeting started later than usual due to technical difficulties with Webex link for the public.) <br />Lower Airport Property Lease: Sheriff Myers provided a status update confirming Neil Caulkins is reviewing <br />final lease agreement. There was a discussion regarding ownership of the fence on the airport property, and <br />Airport Director Grannan confirmed the fence was purchased from Public Works and the airport has ownership <br />of said fence. <br />Airport Property/SAR Management Update: <br />Director Cook relayed the Cle Elum SAR building is now open for the architect engineer's designs, and the firm <br />of Bora Architects will create an assessment for the structure needs. The director continued they will work with <br />the Cle Elum Urban Grown Area (UGA) for the sewer and water service, to include a recommendation for a <br />well. These services will be structured for future connections in mind, and Sheriff Myers offered the Command <br />Staff will be in the scope meetings. <br />OTHER BUSINESS <br />Potential for fire related emergency position funded by DNR: Sheriff Myers stated DNR is funding a 3 -year <br />position with Fire Emergency Management, and they are in development discussions for a county employee <br />position that can service all of the county; not exclusively DNR land. Chief Deputy Higashiyama, who is <br />working with the development administrator, will be conducting a table -top exercise modeling a west county <br />fire to include upper county municipality and emergency personnel, and Chairman Osiadacz requested to be <br />invited to the table -top exercise. The Sheriff explained the potential for this civilian emergency position that <br />they already projected they wanted to work towards, would allow them during the 3 -years to assess and develop <br />alternate funding sources. <br />Cell phone management: Sheriff Myers stated county IT has requested to manage all cell phones, however he <br />believes the Sheriff's Office does not have a problem managing their cell phone program. Inspector Whitsett <br />added the mobile device management may be the core function, however they need to know the scope of the <br />MDM program IT is proposing, and review to ensure compliance. To assist, Commissioner Wachsmith <br />recommended Law Enforcement Technologist Jeremy Reynolds to be allowed to do more, and Sheriff Myers <br />affirmed Jeremy does have the skillset and can be trusted to have access. Commissioner Wright mentioned IT <br />is looking into the job description to possibly adjust Jeremy's position, and Sheriff Myers shared a proposal <br />letter has been sent to IT Director Jim Goeben and awaiting a response. <br />2022-04-06 MINUTES <br />
