APPENDIX II: PRELIMINARY AIRPORT ASSESSMENT <br />AIRPORT OVERVIEW <br /> <br />Airport Strategic Business Plan, 07/26/2021 33 <br />K. COMMERCIAL AIRPORT TENANTS <br />Midstate Aviation <br />Midstate Aviation is located southeast of Runway 11/29 and is the <br />Fixed Based Operator (FBO) for ELN and has been providing <br />services for over 50 year. The FBO provides Avgas, Jet Fuel and <br />maintains Part 91 and a Part 135 aircraft to include annuals, 100-hour routine <br />maintenance, pre-purchase inspections and airframe repairs. Additionally, Midstate is a <br />Part 145 repair station for pitot/static and transponder checks that is required by CFR 91. <br />The maintenance staff includes an in-house Airframe & Powerplant Mechanic (A&P), <br />certified Inspection Authority (IA) and Piper fleet operator status. <br />Central Washington University (CWU) <br />Central Washington University is located on the east side of <br />the Airport. Central Washington University flight training was <br />established in 1975 and is the only fully accredited public university aviation program in <br />the Pacific Northwest. CWU currently has 16 training aircraft. <br />The program offers students the ability to obtain a B.S. Professional Pilot – Flight Officer, <br />a B.S. Professional Pilot – Commercial Pilot or a B.S.in Aviation Management. <br />Carrera T- Hangars <br />Carrera T-Hangars provides superior accommodations for light aircraft in hangars that <br />have concrete floors with a vapor barrier, multi panel rolling steel doors, ample electrical <br />power, and compressed air. Each of the Carrera T-Hangars are customizable. The <br />Carrera T-Hangars building contains 20 purpose-built T-Hangars and one larger end unit. <br />Figure 7 represents the Commercial Airport Tenants. <br />Figure 7: Commercial Airport Tenants <br />L.
