APPENDIX II: PRELIMINARY AIRPORT ASSESSMENT <br />AIRPORT OVERVIEW <br /> <br />Airport Strategic Business Plan, 07/26/2021 30 <br />Figure 4 represents an aerial image of the Airport land and infrastructure <br />Figure 4: Airport Land and Infrastructure  <br /> <br /> <br />Annual Service Volume <br />Annual Service Volume (ASV) is used by the FAA as an indicator of relative operating <br />capacity for a given airport, considering differences in various conditions (i.e., airfield <br />layout, aircraft operations/mix, weather conditions and other factors). ASV assumes an <br />acceptable level of aircraft delay as determined by FAA protocols. During the 2018 Master <br />Plan, an analysis was conducted to determine airfield capacity. The analysis considered <br />runway configuration, runway use, exit taxiways, weather conditions, aircraft mix, percent <br />arrivals, touch-and-go activity, and peak period operations. According to the FAA, it is <br />estimated that the annual service volume for airports with a single runway with no air <br />carrier traffic is approximately 230,000 operations; hourly capacity is estimated to be 98 <br />operations during visual flight rules conditions and 59 operations during instrument flight <br />rules conditions. The current aircraft operations for the Airport is estimated to be 47,950 <br />annual operations with a 20.85% demand/capacity ratio. In addition, the annual <br />operational demand has a long-term estimate of 73,577 operations with 32% <br />demand/capacity ratio. <br />Automated Surface Observing System (ASOS) <br />The Airport has a state-of-the-art ASOS east of Taxiway F. The primary function of the <br />ASOS is to provide pilots with automated minute-by-minute weather observations, <br />generate aviation weather reports and broadcast special weather observations. The <br />information is available via radio broadcast and telephone dial-in features. This critical <br />information is essential for safe and efficient aircraft operations at ELN. The ASOS program <br />is a joint effort of the National Weather Service, FAA, and the Department of Defense. The <br />ASOS system serves as the nation's primary surface weather observing network.
