PLANNING, MANAGEMENT, AND COMPLIANCE DOCUMENTS (PMCD) <br />Table 3: Bowers Field PMCDs <br />PMCD DESCRIPTIONS CURRENT DOCUMENTS <br />Airport Strategic <br />Business Plan <br />(ASBP) <br />Articulates the mission, vision, and goals for <br />the Airport; sets forth the objectives for <br />achieving goals; identifies the action plans for <br />accomplishing objectives; establishes the <br />parameters for checking progress; and <br />provides the basis for adjusting. <br />ELN currently does not <br />have an ASBP. This <br />project is for the purpose <br />of developing an ASBP <br />and will be completed in <br />2021. <br />Airport Master <br />Plan (AMP) <br />Assesses the current capacity of the Airport’s <br />infrastructure, evaluates current and projected <br />demand, identifies existing and anticipated <br />deficiencies, and outlines the short, medium, <br />and long-term development goals for the <br />Airport. Typically, an airport master plan has a <br />time horizon of 20 years. <br />ELN’s AMP was updated <br />in 2017. An Airport Layout <br />Plan (ALP) update was <br />completed in 2018. <br />Leasing/Rents <br />and Fees Policy <br />(LRFC) <br />Sets forth the parameters for leasing Airport <br />land and improvements and outlines the <br />process for establishing and adjusting rents <br />and fees at the Airport. <br />ELN currently is in the <br />process of developing a <br />LRFC and it will be <br />completed in 2021. <br />Minimum <br />Standards (MS) <br />Establishes the minimum requirements that need <br />to be met by an entity as a condition for <br />conducting commercial general aviation <br />aeronautical activities at the Airport. <br />ELN is in the process of <br />updating the MS and it <br />will be completed in 2021 <br />Rules and <br />Regulations (RR) <br />Sets forth the rules and regulations for the <br />safe, orderly, and efficient operation and use <br />of the Airport. <br />ELN currently is in the <br />process of developing <br />the RR and it will be <br />completed in 2021. <br />Development <br />Standards (DS) <br />Sets forth the parameters governing the design, <br />development, and/or modification of Airport <br />improvements. <br />ELN currently is in the <br />process of developing <br />the DS and it will be <br />completed in 2021. <br />
