APPENDIX II: PRELIMINARY AIRPORT ASSESSMENT <br />AIRPORT OVERVIEW <br /> <br />Airport Strategic Business Plan, 07/26/2021 26 <br />Figure 3: Non‐Aeronautical Land and Improvement Uses  <br />  <br /> <br />NON-AERONAUTICAL FEES <br />Based on AMCG’s industry experience and supported by the information contained in the <br />firm’s proprietary industry database (which is utilized to track, monitor, and analyze general <br />aviation non-aeronautical fee data and trends), AMCG has identified current industry <br />practices related to general aviation non-aeronautical fees. A summary of these findings <br />which, in AMCG’s opinion, are representative of current industry practices for establishing <br />general aviation non-aeronautical fees follows: <br /> Access Fees: Historically, access fees have not been charged by airport sponsors to <br />general aviation users. However, more airports are implementing security measures <br />and beginning to charge access fees. Typically, access fees are charged in accordance <br />with an established schedule on a monthly or annual basis. Depending on the approach <br />and infrastructure, the access fee may be charged for individual access (for an airport <br />badge, gate card, keys, or other instrument) or for vehicle access (vehicle permit or <br />another instrument). Access fees are typically collected directly by the airport sponsor <br />upon issuance of the badge, gate card, keys, permit, and/or another instrument. <br />Additionally, access fees are typically collected on an annual basis. <br /> Non-Aeronautical Activity Fees: Historically, non-aeronautical activity fees have not <br />been charged by airport sponsors. However, consistent with FAA requirements, more <br />airports are implementing a non-aeronautical activity fee program to charge for the non- <br />aeronautical use of airport property. Typically, non-aeronautical activity fees (e.g., <br />special events fees, commercial filming fees, use fees, etc.) are charged on a case-by- <br />case basis depending on the length of time, impact to airport operations, necessity of <br />additional staffing, and number of people accessing the airport.
