Dept. of Public Works <br />Page 2 <br />Requirements of RCW 36.87.040 Director/Engineer Report: <br />1. Whether County Road right of way should be vacated or abandoned. <br />2. Whether road is in use or has been in use. <br />3. The condition of the road. <br />4. Whether it will be advisable to preserve it for the county road system in the future. <br />5. Whether the public will benefit by the vacation. <br />6. A determination by appraisal of the fair market value of the area sought to be vacated. <br />7. The classification of the road area according to the type of expenditures made. <br />8. Whether the proposed area to be vacated contains utilities. <br />9. All other matters which will be of interest to the Board including an itemized list of costs <br />and expenses incurred in the examination, report, appraisal and all proceedings pertaining <br />to such petition to vacate and abandon. <br />Required Report Elements Pursuant to KCC 12.22.040 (Mirror RCW 36.87.040): <br />1. Strande Road from mile post 2.66 to the end of County right-of-way is abutted by five <br />parcels. Current ownership desires to gate the road to limit access across private property. <br />County right-of-way should be vacated to the owners of the adjacent properties. <br />2. The road is designated primitive in use. Historical use of the roadway has been to access <br />public lands by crossing private property. <br />3. The roadway is dirt/native material with cobbles. The roadway is narrow and does not <br />meet current geometric design standards. Due to site constraints minimal road <br />improvements have been performed. <br />4. Public Works sees no viable reason for the County to preserve this section of Strande <br />Road as a public facility. The new agricultural operation is a private operation and does <br />not provide public access to any surrounding lands. It is not anticipated that future road <br />systems would be developed in this area. <br />5. The Public will benefit by the reduction of future maintenance costs along this section of <br />Strande Road. <br />6. An appraisal was not needed since compensation of the vacated land will not be required <br />from the neighboring landowners. <br />7. Maintenance work of the road has been performed within the right-of-way in the past. <br />This has consisted of grading the road to allow vehicular traffic to traverse the area. <br />There have been no capital expenditures on the rights-of-way by the County. <br />8. The are no utilities of record contained in any of the requested vacation of rights-of-way. <br />9. To maintain legal access to parcel 178833, an access easement dedicated to the property <br />owner is advised. <br />The Department of Public Works recommends the Board approve the proposed vacation of <br />Strande Road from mile post 2.66 to the end of the roadway. In the absence of existing access <br />easements across adjacent properties an easement will be recorded to parcel 178833 upon <br />vacation of the right-of-way. <br />411 N.
