4126/22, 10:18 AM newspaper -text (27).html <br />Public Notice <br />Kittitas County, Ellensburg WA <br />REQUEST FOR STATEMENT OF QUALIFICATIONS SUPPORTING CIVIL AND STRUCTURAL DESIGN FOR THE <br />REPLACEMENT OF BRIDGE 07101 LIBERTY ROAD OVER SWAUK CREEK <br />All submittals received after 5:00 PM Local Time, on May 26, 2022, will be discarded. <br />PURPOSE: <br />The existing load restricted bridge (no. 07101) along Liberty Road spanning Swank Creek requires replacement. The project <br />will include replacing the existing bridge, guardrail, road approaches and shoulders all while maintaining access to the <br />community of Liberty and surrounding areas. All improvements will need to meet current WSDOT design standards. Time <br />is of the essence. The United State Forest Service is waiting on the bridge replacement to remove dead timber that currently <br />provides significant risk to the community of Liberty. <br />SCOPE OF PROJECT: <br />The work to be performed by the consultant consists of preparing preliminary engineering including but not limited to <br />planning, environmental permitting, determination of right of way needs and plan preparation, project management, <br />structural engineering, geo technical engineering, traffic engineering, civil engineering, 100% design plans, specifications <br />and estimate package for the replacement of the structure described. The selected firm will be expected to start on the <br />project upon award and deliver a complete WSDOT approved Plans Specifications and Estimate (PS&E) package ready for <br />advertisement for construction by July 31, 2023. <br />The County reserves the right to retain the services of the successful firm for any subsequent phases (such as right of way or <br />construction) associated with this project. <br />Public Works has been assigned a sixteen (16) percent Disadvantaged Business Enterprise goal for the design phase of this <br />critical bridge replacement. <br />PROCEDURES FOR SUBMITTAL: <br />If you wish to be considered for work under this SOQ, submit a sealed envelope to Kittitas County Public Works, at 411 N. <br />Ruby St. Suite 1, Ellensburg WA 98926 by 5:00 pm local time on May 26, 2022. Submittals shall include a one-page cover <br />letter with the firm name and contact information. Submittals shall also include five copies of your Statement of <br />Qualifications describing the firm's or team's ability to professionally provide the requested services. Submittals will not <br />exceed twenty (20) pages in length and must be a minimum font size of 11. <br />The twenty (20) pages may be doubled sided. Submittals received after 5:00 pm local time on May 26, 2022, will be disregarded. <br />Kittitas County encourages disadvantaged, minority and women owned consultant firms to respond. <br />SELECTION PROCESS AND PROPOSED SCHEDULE: <br />Kittitas County's selection will be based on review of submittals in the following manner: <br />1. The firm's or team's qualifications, experience and ability performing the requested work (30 points). <br />2.
