according to established County process and mindfulof maintaining a mix of representation, experience and skills outlined in 2.1- 3.5 A member may request a leave of absence for up to 90 days in writing and willbe considered by the BOCC, preferably prior to the absence, 3.6 lf a member fails to meet the expectations in Kittitas County Board, Committeeand Commission Member Handbook they may be removed from the Committee by the BOCC. 3.7 Each member shall participate in required County training. 3.8 Kittitas County will defend and indemnify Committee members as provided for in Kittitas County Code Chapter 2.73. ARTICLE 4 - Meetings 4.1 The Committee will meet once a month on the second Wednesday of the month unless the Chair and Airport Director agree that there is no need. ln no event willthe AAC meet less than once every three months. 4.2 Special meetings may be called by the Board of County Commissioners, theAirport Director, or the Chair of the Committee. 4.3 Time sensitive issues requiring a special meeting, refer to "AAC Member Procedures" 4.4 All meetings of the Committee shall be open to the public. Members of the public will be allowed 3 minutes to comment on agenda items. 4.5 The meeting agenda shall include a public comment period of 3 minutes per person for non-agenda discussions. The Committee may place an issue raised during public comment on a future agenda but shall not take action on any issue not on the agenda. 4.6 The Airport Director or their designee shall take minutes of each meeting and present them to the Committee for review and approval at the following meeting. 4.7 A record of all meetings, shall be kept bythe Airport Department. The recordsshall be retained according to the public records retention schedule, 4.8 All meetings will be conducted under Roberts Rules of Order. 4.9 Virtual meetings may be approved by the committee subject to guidelinesand requirements of Kittitas County and BOCC, 4.1-0 Each AAC meeting shall have regular agenda topics comprising the following: o Approval of the minutes r Old / New Business o Aeronautical Operations Subcommittee report o Economic Development Subcommittee report o Director's report (informational items only) r Public Comment ARTICLE 5 - Notice of Meetings 5.1 A public notice of all Committee meetings stating the place, day and hour shall be Airport Advisory Committee Bylaws 9/15/2020L Page 2
