These comments are based on the information <br />available at the time of this review and on behalf of the SHPO in conformance Washington State <br />law. If any federal or state capital funds are associated with this proposal, Section 106 of the <br />National Historic Preservation Act and Governor’s Executive Order 21-02 respectively apply. <br />Should additional information become available, our assessment may be revised. <br /> <br />Our statewide predictive model indicates that there is a high probability of encountering cultural <br />resources within the proposed project area. Further, the scale of the proposed ground disturbing <br />actions would destroy any archaeological resources present. The majority of the proposed <br />project area has not been previously surveyed; therefore, unrecorded archaeological sites may <br />be present. Identification during construction is not a recommended detection method because <br />inadvertent discoveries often result in costly construction delays and damage to the resource. <br />Therefore, we strongly recommend a professional archaeological survey of the project area be <br />conducted and a report be produced prior to ground disturbing activities. This report should <br />meet DAHP’s Standards for Cultural Resource Reporting. <br /> <br />It should be determined whether the segment of the Roslyn Waterline Complex (KT02147) that <br />passes through the proposed project area is eligible for listing in the National Register of <br />Historic Places. If this site is determined eligible, a permit from DAHP will be required in order to <br />work within its boundary. Please contact Lance Wollwage, Assistant State Archaeologist, for <br />additional information on permitting (Lance.Wollwage@dahp.wa.gov). <br /> <br />If work is planned within the boundaries of KT01354 or KT1357, permits from DAHP must be <br />obtained. These sites are precontact in nature and are therefore protected by Washington State <br />law (RCW 27.53). <br /> <br />We also recommend that any historic buildings or structures (45 years in age or older) located <br />within the project area are evaluated for eligibility for listing in the National Register of Historic <br />Index #31
