Aftachment D
WORK PLAN
FY2021E@erfr rmance Grant. American Rescue Plan Act
The purpose of EMPG-ARPA is to assist with the enhancement, sustainment and im provement of state, local, and
tribal emergency management programs. Activities conducted using EMPG'ARPA funding should relate directly to the
five elements of emergency management: prevention, protection, response, recovery, and mitigation. Washington
state does not require a specific number of activities to receive EMpG-ARpA fu nding. However, there are required
capabilities that must be sustained in order to remain eligible for EMpG-ARpA funding, including but not limited to the
ability to communicate and warn, educate the public, plan, train, exercise, and be NIMS compliant. The Work Plan
delineates the Emergency Management Organization's emergency ma nagement program planning and priority focus
for this nt include EMPG and local
4.5 lncident Ma nagement
Environmental Response/Health and Safety
Mass Search and Rescue Operations
Euilding
Purchase a Utility Terrain Vehicle
(UTV) trailer (AEL 12TR-00"TEqP)
The county identified a gap in response
times and needs a UTV trailer for quicker
response to remote areas or areas where
normalvehicles can't operate {e,g., where
flooding has occurred). A UTV cannot
hgally be driven from the office to a crisis
site and the county does not currently have
a trailer to haul the UTV to sites.
The county will be able to use the
trailer to hau/deploy the UTV to
crisis sites, allowing for quicker
response.
Prlmary Core Gapability,
Secondary Core Capabllity
Build or Sustaln
WORK PIANNED tDENT|FTED cAP/NEED
Purchase Unmanned Aerial
Vehicle (UAV)and system (AEL
03oE-07-suAsl
The UAVs will be used in training, response
to Search and Rescue Operations, Tactical
Operations, and Natural Hazard response
to include flooding and wildland fires. This
program will be continuing throughout the
years to better respond to Emergency
Management {EM} incidents or events.
ANTICIPATED PROJECT IMPACT
The establishment of the EM
drone program will greatly
enhance response to hazards and
threats in a quicker more efficient
and effective manner. Regional exercises
have confirmed the need to upgrade
ancient equipment so the county can send
"packet" information via the radlo to ask
for logistic support and to provide SitRep
information. lengthy operations have also
created a gap in the need for radio
batteries and for the need to upgrade
communications equipment in the older
command posts/vehicles.
Strengthen communication
capabilities in the command posts
and to support an extended
evenVdisaster.
DHS-FEMA-EMPG.ARPA.FY2 1 Page 32 of 34 Kittitas Coung Sheriffs Office EM E22-264
