Attachment D <br />WORK PLAN <br />FY 2021 Emergency Management Performance Grant- American Rescue Plan Act <br />Emergency Maniagement Organization: Kittitas County Sheriffs Office <br />The purpose of EMPG-ABPA is to assist with the enhancement, sustainment and improvement of state, local, and <br />tribal emergency management programs. Activities conducted using EMPG-ARPA funding should relate directly to the <br />five elements of emergency management- prevention, protection, response, recovery, and mitigation. Washington <br />State does not require a specific number of activities to receive EMPG-ARPA funding. However, there are required <br />capabilities that must be sustained in order to remain eligible for EMPG ARPA funding, including but not limited to the <br />ability to communicate and warn, educate the public, plan, train, exercise, and be NIMS compliant. The Work Plan <br />delineates the Emergency Management Organization's emergency management program planning and priority focus <br />for this grant cycle (to include EMPG grant and local funds). <br />4.5 Incident Management <br />Primary Core Capability Environmental Response/Health and Safety <br />Secondary Core Capability Mass Search and Rescue Operations <br />Build or Sustain Building <br />WORK PLANNED IDENTIFIED GAP/NEED <br />Purchase Unmanned Aerial <br />Vehicle (UAV) and system (AEL <br />030E-07�SUAS) <br />Purchase a Utility Terrain Vehicle <br />(UTV) trailer (AEL 12TR-00-TECIP) <br />The UAVs will be used in training, response <br />to Search and Rescue Operations, Tactical <br />Operations, and Natural Hazard response <br />to include flooding and wildland fires. This <br />program will be continuing throughout the <br />years to better respond to Emergency <br />Management (EM) incidents or events. <br />The county identified a gap in response <br />times and needs a UTV trailer for quicker <br />response to remote areas or areas where <br />normal vehicles can't operate (e.g., where <br />flooding has occurred). A UTV cannot <br />legally be driven from the office to a crisis <br />site and the county does not currently have <br />a trailer to haul the UTV to response sites. <br />ANTICIPATED PROJECT IMPACT <br />The establishment of the EM M <br />drone program will greatly <br />enhance response to hazards and <br />threats in a quicker more efficient <br />and effective manner.
