Intergovernmental Agreement <br />VESSEL REGISTRATION FEES & GRANT FUNDING <br />Any item not listed below must be reviewed and found acceptable by the Washington State <br />Parks Boating Program (Boating Program) before it is considered a valid Recreational Boating <br />Safety (RBS) expenditure. <br />UNIT COST APPROVAL <br />Items with a unit cost of $5,000 or more under the VRF funds and $2500 or more under the FFA <br />grant must have the prior written approval of Washington State Parks and Recreation <br />Commission Marine Law Enforcement (MLE) Coordinator. <br />COST PRORATION <br />lf a cost benefits both your RBS program and other work of your agency, the cost should be <br />allocated to the RBS Program based on the proportional benefit to the program. The costs may <br />be allocated using any reasonable documented method. <br />ADMINISTRATIVE COSTS <br />Agencies that receive Vessel Registration Fees (VRF) are not allowed to charge flat <br />administrative costs for the administration of the VRF funds as is often done with federal grants. <br />However, agencies may charge the salaries and benefits costs of actual hours worked by staff <br />associated with the administration of their dedicated VRF account. <br />Agencies that receive federal assistance grants from the Boating Program are allowed to charge <br />indirect (administrative) costs for those funds. lf the agency has a federally negotiated indirect <br />cost rate, they are permitted to charge that against the total salaries + benefits charged to the <br />federal assistance grants. They must first provide a copy of their current rate agreement to <br />Parks. lf not, then they may charge a de minimums flat rate of 10% or elect not to charge <br />indirect at all (2 CFR 200.414(D). <br />ALLOWABLE EXPENDITU RES <br />Grant funds may be used only for activities under WAC 352-65-040, the ten elements necessary <br />to accomplish the Recreational Boating Safety (RBS) mission. lf it is unclear if an expense <br />meets these criteria, contact State Parks at (360) 902-8845 or qheri.peel@Barks.wa.qov to <br />discuss the item before proceeding. <br />Allowable expenses include but are not limited to: <br />a RBS SALARIES <br />Time, salaries, benefits and wages for officers or deputies who possess a <br />Washington State Peace Officers Certification, are fully commissioned to <br />enforce the laws of Washington State and who have completed an RBS <br />course acceptable to State Parks (BMLE or equal). <br />o <br />Page 39 of 64
