02/15/2022 MINUTES 2 <br />process for redrawing. He said the Committee has met and they’ve <br />submitted their recommendation to the Board of County Commissioners. <br />He said precincts were currently adopted by Ordinance and placed <br />into the County Code. He explained they would return in the future <br />to be able to adopt them by Resolution, so they don’t have to come <br />back each time to hold a Public Hearing, but that it would still <br />need to be adopted by the Board of County Commissioners. BILL HINKLE <br />felt it was the best non-partisan group he had worked with, and it <br />was very encouraging. He said he was a non-voting member and <br />credited the members for their hard work in coming to a <br />recommendation for the Board of County Commissioners consideration. MATTHEW LUNDH said he was a member of the Committee and thanked the <br />Board for choosing the process. He thought the Board should take the <br />process to the Washington State Association of Counties to use as a <br />model example of how it worked. <br /> THOSE PRESENT & TESTIFYING: PAULA McMINN commented on Bowers Field, <br />EPA and children who have led levels in their system. She felt the <br />maps were hard to understand from the public’s view and there was a <br />lack of transparency. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. VICE-CHAIRMAN WRIGHT moved to direct Staff to prepare enabling <br />documents to adopt the Commissioner District Boundaries as agreed <br />upon and recommended by the Committee members. COMMISSIONER WACHSMITH seconded. The Board expressed their appreciation to the <br />Redistricting Advisory Committee’s hard work as well as members from <br />the Auditor and IT Department. Motion carried 3-0. PUBLIC HEARING CDBG CLOSE OUT REPORT AUDITOR <br />At approximately 2:34 p.m. CHAIRMAN OSIADACZ opened a Public Hearing <br />to consider a Community Development Block Grant (CDBG) Close Out <br />Report for Contract No. 20-62210-008. JERRY PETTIT, AUDITOR, reviewed a Staff Report and said the Public <br />Hearing was to obtain public comment on the performance of the <br />HopeSource project to provide public services to low-and moderate- <br />income residents in the amount of $84,239.00 from July 1, 2020, <br />through June 30, 2021. KATE SANDER, HOPESOURCE, explained how they <br />utilize the grant funds to help support members of the community. <br /> PAULA McMINN felt the weatherization project which was done by <br />HopeSource was not a quality job and would be looking into it. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. VICE-CHAIRMAN WRIGHT moved to approve and ratify the Chairman’s <br />signature on the Closeout Performance Report with the Department of <br />Commerce COMMISSIONER WACHSMITH seconded. Motion carried 3-0.
