Attached for your consideration is a funding application for $657,935 to increase the scope of Phase 3A to include improvements at the northeast corner of the First Street and Oakes Avenue intersection and along the north block of First Street from Oakes Avenue to Pennsylvania Avenue, to provide improved economy of scale and encourage a more competitive bidding climate for a larger construction project in spring 2021. This revised Phase 3A project would complete all revitalization efforts in approximately 25o/o of the Downtown Revitalization corridor and bring to life in the built environment an entire City block of the City's revitalization vision previously expressed in pen-and-ink concept drawings. The application and attachments convey our pride in the strides we have made so far to make our revitalized downtown a reality, as well as our desire to continue construction for all of Phase 3.
