Funding was secured for Phase 3 design and the City cornpleted "shovel-ready" plans and specifications
in November 2020. Due to funding limitations, the construction of Phase 3 will be completed in subphases,
The Downtown Revitalization Project Sumrnary brochure is attached for reference.
Scope of Work
Successful award of this application will increase the scope of the first construction subphase, Phase 34,
which secured funding through the Distressed County Sales and Use Tax Infrastructure Improvement
Program in 2021. The original scope consisted of improvements on the south block of First Street from
Billings Avenue to Oakes Avenueo and the northwest and southwest corners of the First Street and Oakes
Avenue intersection. This application seeks to secure additional funding to include improvements at the
northeast conler of the First Street and Oakes Avenue intersection and along the north block of First Street
from Oakes Avenue to Pennsylvania Avenue, to provide improved economy of scale and encourage a more
competitive bidding climate for a larger construction project in spring 2021. An updated project brochure,
Phase 3A Billings Ave to Pennsylvania Ave, is attached for reference. With a tangible example of delivering
a good faith completion of this portion of the Downtown Revitalization project, the City anricipates
development and private investment will be spurred along the improved blocks (see related discussion in
Question 4).
The City has prepared the following summary comparing existing conditions (before the project) with
proposed cond itions (fol lowing project completion).
Existing Conditions
Sidewalk
Sidewalk is deteriorating on both sides of First Street throughout the project corridor. There are currently
three large driveway entrances to two gas stations on the south side of First Street between Billings Avenue
and Oakes Avenue, as well as three driveway entrances to a single business on the north side of First Street
between Oakes Avenue and Pennsylvania Avenue. The comers of the Oakes Avenue intersection include
deteriorating pedestrian ramps. WSDOT-owned signal poles, mismatched street lights, inconsistent site
amenities, minimal landscaping, and an older fire hydrant exist in the sidewalk.
Slreet
First Street is an auto-centric thoroughfare. Since First Street was the original state highway through Cle
Elum prior to construction of Interstate 90 (l-90), travel lanes in the vicinity of the Oakes Avenue
intersection were constructed l7-ft wide. First Street from Oakes Avenue to Peoh Avenue is still State
Route 903. First Street also includes a l2-ft two-way tum lane and l8-ft paved and striped parking strips
on both sides of the street. In the early 2000s, small bulbouts were installed at the Oakes Avenue
intersection, which eliminated some of the parking strip, but created 2l -ft wide travel lanes.
Proposed Conditions
Sidewalk
The Oakes Avenue intersection improvements include three sidewalk bulbouts with two ADA curb ramps
each, widened sidewalks, amenities, street trees with GFCI receptacles, planters, and imigation. Sidewalk
improvements along the south side of First Street between Billings Avenue and Oakes Avenue and the
north side of First Street between Oakes Avenue and Pennsylvania Avenue include pattemed sidewalks,
planters with columnar street trees and GFCI receptacles, inigation, pedestrian and street illumination, site
amenities, and a mid-block bulbout between Oakes Avenue and Pennsylvania Avenue to create an
additional pedestrian crossing. Construction of all subphases under Phase 3 will complete a continuous
and unencumbered sidewalk system on both sides of First Street accommodating pedestrians of all abilities.
4
