Funding was secured for Phase 3 design and the City cornpleted "shovel-ready" plans and specifications <br />in November 2020. Due to funding limitations, the construction of Phase 3 will be completed in subphases, <br />The Downtown Revitalization Project Sumrnary brochure is attached for reference. <br />Scope of Work <br />Successful award of this application will increase the scope of the first construction subphase, Phase 34, <br />which secured funding through the Distressed County Sales and Use Tax Infrastructure Improvement <br />Program in 2021. The original scope consisted of improvements on the south block of First Street from <br />Billings Avenue to Oakes Avenueo and the northwest and southwest corners of the First Street and Oakes <br />Avenue intersection. This application seeks to secure additional funding to include improvements at the <br />northeast conler of the First Street and Oakes Avenue intersection and along the north block of First Street <br />from Oakes Avenue to Pennsylvania Avenue, to provide improved economy of scale and encourage a more <br />competitive bidding climate for a larger construction project in spring 2021. An updated project brochure, <br />Phase 3A Billings Ave to Pennsylvania Ave, is attached for reference. With a tangible example of delivering <br />a good faith completion of this portion of the Downtown Revitalization project, the City anricipates <br />development and private investment will be spurred along the improved blocks (see related discussion in <br />Question 4). <br />The City has prepared the following summary comparing existing conditions (before the project) with <br />proposed cond itions (fol lowing project completion). <br />Existing Conditions <br />Sidewalk <br />Sidewalk is deteriorating on both sides of First Street throughout the project corridor. There are currently <br />three large driveway entrances to two gas stations on the south side of First Street between Billings Avenue <br />and Oakes Avenue, as well as three driveway entrances to a single business on the north side of First Street <br />between Oakes Avenue and Pennsylvania Avenue. The comers of the Oakes Avenue intersection include <br />deteriorating pedestrian ramps. WSDOT-owned signal poles, mismatched street lights, inconsistent site <br />amenities, minimal landscaping, and an older fire hydrant exist in the sidewalk. <br />Slreet <br />First Street is an auto-centric thoroughfare. Since First Street was the original state highway through Cle <br />Elum prior to construction of Interstate 90 (l-90), travel lanes in the vicinity of the Oakes Avenue <br />intersection were constructed l7-ft wide. First Street from Oakes Avenue to Peoh Avenue is still State <br />Route 903. First Street also includes a l2-ft two-way tum lane and l8-ft paved and striped parking strips <br />on both sides of the street. In the early 2000s, small bulbouts were installed at the Oakes Avenue <br />intersection, which eliminated some of the parking strip, but created 2l -ft wide travel lanes. <br />Proposed Conditions <br />Sidewalk <br />The Oakes Avenue intersection improvements include three sidewalk bulbouts with two ADA curb ramps <br />each, widened sidewalks, amenities, street trees with GFCI receptacles, planters, and imigation. Sidewalk <br />improvements along the south side of First Street between Billings Avenue and Oakes Avenue and the <br />north side of First Street between Oakes Avenue and Pennsylvania Avenue include pattemed sidewalks, <br />planters with columnar street trees and GFCI receptacles, inigation, pedestrian and street illumination, site <br />amenities, and a mid-block bulbout between Oakes Avenue and Pennsylvania Avenue to create an <br />additional pedestrian crossing. Construction of all subphases under Phase 3 will complete a continuous <br />and unencumbered sidewalk system on both sides of First Street accommodating pedestrians of all abilities. <br />4
