With <br />the sale of the Prospect building almost complete, we direct our attention to the current Kittitas <br />County'fransfer Station site. Most, but not all, of the existing site is owned by the city. The County <br />is moving to a new location in2024. <br />While not limited to this, the results of the recent secondary marketing study, which CenterFuse <br />partnered on along with CWU, Kittitas County, Yakirna County and Grant County, one such re-use <br />option might be a Resource Recovery Park. A Resource Recovery Park is a nerv devel<)pment <br />in recycling that includes the co-locatiort of reuse, recycling compost processing manufacturing, <br />and retail businesses in a central faciliw. The public can bring all their wastcs and recoverable <br />matetials to this facility at one time. <br />Hospiable housing environment The BERK Affordable Housing study provided baseline <br />information about Ellensbuds housing market. But housing needs exceed supply, and there is a <br />reluctance of existing/local builders to increase their construction and a reluctance of builders <br />outside if Ellensburg to enter the marketplace. Housing is a cornponent of economic development, <br />and information about housing should be in the economic development chapter. How the change would be compliant with the Growth Management Acr: <br />The policy framework of the GMA determines how to accofirnodate growth. This is done through <br />the creation of local cornprehensive plans that address land use, housing capital facilities, utilities, <br />transportation, economic development, parks and recreation, etc. <br />This proposal is compliant with GMA because it encourages economic development. <br />RCW 36.704.020 <br />Planninggoals Q02l). <br />The following goals ate adopted to guide the development and adoption of comprehensive plans <br />and development regulations of those counties and cities that are required or choose to plan under <br />RCW 36.704.040. The followinggoals are not listed in order of priority and shall be used exclusively <br />for the putpose of guiding the development of comprehensive plans and development regulations: <br />(1) Urban growth. Encournp developrnent in urban areas where adequate public facilities and <br />seryices exist or can be provided in an efficient rnannet. <br />(2) Reduce sprawl.
