four prospective buyers to the city regarding the sale - the successful buyer being one of these. With
the sale of the Prospect building almost complete, we direct our attention to the current Kittitas
County'fransfer Station site. Most, but not all, of the existing site is owned by the city. The County
is moving to a new location in2024.
While not limited to this, the results of the recent secondary marketing study, which CenterFuse
partnered on along with CWU, Kittitas County, Yakirna County and Grant County, one such re-use
option might be a Resource Recovery Park. A Resource Recovery Park is a nerv devel<)pment
in recycling that includes the co-locatiort of reuse, recycling compost processing manufacturing,
and retail businesses in a central faciliw. The public can bring all their wastcs and recoverable
matetials to this facility at one time.
Hospiable housing environment The BERK Affordable Housing study provided baseline
information about Ellensbuds housing market. But housing needs exceed supply, and there is a
reluctance of existing/local builders to increase their construction and a reluctance of builders
outside if Ellensburg to enter the marketplace. Housing is a cornponent of economic development,
and information about housing should be in the economic development chapter. This information
could be added to the housing chapter as well.
' Anticipated impacts of the change. including the gepgraphic area affected and issues presented_:
The impacts of the change are all positive - Better, more accurate, current and future focused
info rmation about economic development.
' $fhy existing complehensive pl4n should not continue in effect or rvhy elistjng criteria no longer
4PPlv:
'Ihe information in the economic development chapter is outdated and in need of a refresh.
. How the change would be compliant with the Growth Management Acr:
The policy framework of the GMA determines how to accofirnodate growth. This is done through
the creation of local cornprehensive plans that address land use, housing capital facilities, utilities,
transportation, economic development, parks and recreation, etc.
This proposal is compliant with GMA because it encourages economic development.
RCW 36.704.020
Planninggoals Q02l).
The following goals ate adopted to guide the development and adoption of comprehensive plans
and development regulations of those counties and cities that are required or choose to plan under
RCW 36.704.040. The followinggoals are not listed in order of priority and shall be used exclusively
for the putpose of guiding the development of comprehensive plans and development regulations:
(1) Urban growth. Encournp developrnent in urban areas where adequate public facilities and
seryices exist or can be provided in an efficient rnannet.
(2) Reduce sprawl. Reduce the inappropriate conversion of undeveloped land into sprawling low-
density development.
100 West 3rd Avenue, 12
Ellersburg, WA 98926
I soe.ess.sseo c dlr€clo.eellemburgcentorluae.com
$ ooe.soe.Osze, 6llsnsburgcontorlus.oom
Etensburg BusinoE$,Dqretopment
@CENTERFUSE I
