ATTACHMENT <br />Attachment A General Packing and Transportation Procedures <br />Attachment B DOH Laboratory Certification <br />29 <br />30 <br />29 <br />30-3 I <br />32-35 <br />32-34 <br />35 <br />I.INTRODUCTION: <br />The use of laboratory services refers to classifuing, handling, packing, and shipping hazardous <br />materials to local, state, and/or private laboratories to identifu disease agents and environmental <br />health hazards. 2417 Access to laboratory services will assist KCPHD in the surveillance of <br />diseases or environmental health hazards affecting Kittitas County during outbreaks and <br />emergency incidents. <br />II. PLANNING ASSUMPTIONS: <br />KCPHD has very limited capacrty to collect specimens and has no testing capacity, internally. <br />This plan applies to incidents requiring services that exceed the capacity of KCPHD as well as <br />local health care providers and KVH. Local laboratory services will be overwhelmed in the case <br />of an outbreak. The Washington State Department of Health Public Health Laboratories in <br />Shoreline (accredited by the College of American Pathologists), Washington will be the main <br />laboratory contact. During a statewide disaster, KCPHD may utilize out of state laboratory <br />services. If a scene has been designated hazardous and a HAZMAT team is responding, KCPHD <br />will not collect samples and will defer to the appropriate agency. <br />29
