Requests for assets to support a local emergency are made through the Kittitas County EOC. If <br />the County EOC has not been activated, requests should be made directly to the Kittitas County <br />Emergency Management Department via the Kittitas County Sheriff s Office. Requests can be <br />made via phone, email, or in person. All requests made with a declaration of emergency will be <br />handted via Emergency Management. If the request cannot be handled locally, or through mutual <br />aid, they are then sent to the Washington State Emergency Operations Center at the Washington <br />State Emergency Management Division, Camp Murray, Washington. <br />If the request is specific to Emergency Support Function (ESF) 8, Public Health and medical, that <br />desk will then address the issue as appropriate, working with the requisition agency to best meet <br />that need. Washington State Department of Health serves as the lead for ESF 8 along with other <br />state agencies in a supporting role. <br />The Kittitas County Emergency Management Department (KCSO) mustbe aware of any potential <br />requests for assistance in order to determine the need for a declaration of emergency within the <br />county. Resources received from DOH and other partners without a declaration of emergency will <br />be handled by KCPHD and KCPHD will notifu Emergency Management. <br />G. Health Officer <br />The Health Officer or designee may assume the role of Incident Commander during an epidemic <br />disease or bioterrorism incident. The Health Offrcer, Public Health Administrator, and Board of <br />Health will consult to decide policy pertaining to health and medical decisions during emergencies. <br />The Health Officer in consultation with the Board of County Commissioners will make decisions <br />if there is a financial implication to public health policy decisions during an emergency. The Health <br />Officer may also maintain contact with other agencies, develop public health priorities, lead <br />incident response, and delegate tasks. Managing spontaneous volunteers who may request to <br />support the public health agency's response either by incorporation or triaging to other volunteer <br />resources. <br />H. Volunteers <br />KCPHD may utilize trained MRC volunteers or spontaneous volunteers for incidents that exceed <br />our response capacity. The use of spontaneous volunteers will be coordinated with Kittitas County <br />Emergency Management. All medical personnel must be verified using the Emergency System <br />for Advance Registration of Volunteer Health Professionals (ESAR-VHP), or WA Serv, prior to <br />volunteering. All volunteers will be required to sign and submit an Emergency Worker <br />Registration Card and a Kittitas County Emergency Management Certificate of Authorization and <br />Photograph and Media Consent form. <br />VIII. INFORMATION COLLECTION, ANALYSIS, AND DISSEMINATION: <br />16
