Intergovernmental Agreement <br />Reporting Recreational Boating Activities and Financial Data <br />SOAR — Summary of Activity Reports <br />A Summary of Activities Report (SOAR) form must be submitted at least quarterly to State Parks. <br />However, agencies are invited to report activities daily, weekly, or monthly. This form, and instructions <br />on how to fill it out, is located at _h_ttp://mle.parks.wa.gov/. <br />Vessel Registration Fee Expenditure Report <br />This annual report form must be submitted by October 15 each year to State Parks. The form fulfills the <br />requirements of WAC 352-65-040(9) which requires each participating agency to submit an annual <br />account of program expenditures showing the amount of vessel registration fees received, spent, and <br />remaining in their dedicated account. They must also show the amount of "local spending" on <br />recreational boating safety activities. "Local spending" is the amount agencies spend on the RBS mission <br />and cannot come from other grant sources. Local spending is required because RCW 88.02.650 specifies <br />that "[VRF] Funds may not supplant local funds used for boating safety programs". This form, and <br />instructions on how to fill it out, is located at http://mle.parks.wa.gov/. <br />Supporting Financial Documents <br />Every Vessel Registration Fee (VRF) Expenditure Report must be accompanied with the following <br />reports: <br />• Financial System Report: A report from the agency financial system (not Excel) showing a <br />dedicated account for the deposit of state VRF funds received from the Office of State Treasurer <br />(Enclosure 4). <br />• VRF Fund Balance Report: A report showing the fund balance of the dedicated account <br />(Enclosure 5). The VRF fund balance on this system -generated report should match the bottom <br />line on the VRF report ("Total Remaining Balance of State VRF funds for Fiscal Year") <br />Dedicated Account / Limitations on the Use of Funds / Accountability <br />Participating agencies must deposit VRF funds allocated by the state treasurer, under RCW 88.02.650, <br />into an account dedicated solely for boating safety purposes, which include all activities or expenditures <br />identified in this section. See the document "Allowable Costs & Expenditures for State Vessel <br />Registration Fees & Federal Assistance Grants" for a thorough explanation of eligible expenses located <br />at http://mle.parks.wa.gov/. <br />Vessel Registration Fees are intended to increase the education and enforcement efforts of local <br />agencies and stimulate greater local participation in boating safety. They cannot be used to fund any <br />activities except those that are part of the recreational boating safety mission. <br />Page 54 of 64 <br />
