•Search&Rescue/Recovery:Searchandrescue(SAR)isdefinedasawater-borneresponse(includingaircraft)involvingapersonorvesselinperil.AGENCYagreestoonlyreportSARcasesontheSummaryofActivityReport(SOAR)WebFormthatwereassignedacasenumberbytheiragencyoraUSCGMISLECaseIDNumberandanUrgentMarineInformationBroadcast(UMIB)initiatedbytheUSCG.Agenciesshouldnotreportassists(definedbelow)asSARcases.•Assist:An"Assist"isdefinedasaidwherethereisnoimmediatedangertothevesseloritsoccupants.Thisincludesvesselsinvolvedinboatingaccidents,disabled,aground,outoffuel,orotherwiseunabletoreachasafemooringunderitsownpower.Assistancemayincludeprovidingatow,jumpstad,re-floating,re-righting,fuel,repair,repairparts,assistingpersonsinthewater,etc.ThisdoesNOTincludethesalvageofavesselonceabandoned,orcommercialvessels.AGENCYagreestoreportresponsesofthisnatureasassistsandwillreportthenumberofvesselsassistedandthenumberofpersonsassistedontheSOARwebform.BoatingSafetyPatrolsRequired,MinimumHours:AGENCYagreestopatrolonthewatersofitsjurisdictionwiththeintentofenforcingWashingtonStateBoatingSafetyLawsandRegulationsandtopromoteboatingsafetysomeminimumhoursbasedontheiragencysize(Small-133,Medium-255,Large-436)peryearduringpeakboatinghourswithinAGENCY'sjurisdiction.Patrolhourscanbeacombinationofhourspatrollingonthewaterinavesselaswellashoursspentatboatlaunchrampsorotherappropriateshore-sideenforcementactivities.EnforcementofBoatingLawsRequired:AGENCYagreestoenforceallWashingtonStateboatingsafetylawsandregulationsincludingvesselregistrationlawsasspecifiedinTitle88RCW,andasspecifiedinlocalcodesorordinances.Inaddition,AGENCYshalldocumentandreportthenumbersofinspectionsandwarningsforeachtypeofboatingviolationthroughSECTOReitheratthetimeoftheinspectionoratalatertime.STATEPARKSrecommendsthatAGENCYadoptazero-tolerancepolicyintheenforcementofmandatoryboatereducationcardcarriage,lifejacketwear/carriage,boatingundertheinfluence,andrulesoftheroadviolations,andstronglyconsiderissuingcitationsforviolationsoftheselaws,inallcircumstances.BoatingSafetyInspectionsRequired:AGENCYshallcompleteaminimumnumberofwrittenboatingsafetyinspectionsbasedontheiragencysize(Small-92,Medium-283,Large-372)usingtheSECTORsystemorForm#A-274duringenforcementandinformationalcontactswhenconsideredsafeandappropriatetodocumentboatercompliancewithstateboatinglaws.STATEPARKSwillprovideboatingsafetyinspectionforms.AGENCYshallenterallinspectionsthroughSECTOReitheratthetimeoftheinspectionsoratalatertime.Updated10/1/2021Page12of25
