With <br />the sale of the Prospect building almost complete, we direct our attention to the current Kittitas <br />County Transfer Station site. Most, but not all, of the existing site is owned by the city. The County <br />is moving to a new location in 2024. <br />While not limited to this, the results of the recent secondary marketing study, which CenterFuse <br />partnered on along with CWU, Kittitas County, Yakima County and Grant County, one such re -use <br />option might be a Resource Recovery Park. A Resource Recovery Park is a new development <br />in recycling that includes the co -location of reuse, recycling, compost processing, manufacturing, <br />and retail businesses in a central facility. The public can bring all their wastes and recoverable <br />materials to this facility at one time. <br />Flosgilable h us'nor cn3dMRMCn The BERK Affordable Housing study provided baseline <br />information about Ellensburg's housing market. But housing needs exceed supply, and there is ,L <br />reluctance of existing/local builders to increase their construction and a reluctance of builders <br />outside if Ellensburg to enter the marketplace. Housing is a component of economic development, <br />and information about housing should be in the economic development chapter. This is done through <br />the creation of local comprehensive plans that address land use, housing, capital facilities, utilities, <br />transportation, economic development, parks and recreation, etc. <br />This proposal is compliant with GMA because it encourages economic development. <br />RCW 36.70A.020 <br />Planning goals (2021). <br />The following goals are adopted to guide the development and adoption of comprehensive plans <br />and development regulations of those counties and cities that are required or choose to plan under <br />RCW 36.70A.040.
