01/05/2022 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON BOCC CONFERENCE ROOM/ WEBEX SPECIAL MEETING WEDNESDAY 1:00 P.M. JANUARY 5, 2022 <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory <br />Wright; and Commissioner Brett Wachsmith. <br /> <br />Others: Taylor Crouch, Administrative; Julie Kjorsvik, Clerk of the <br />Board; Phil Backlund, Consultant; Carly Brettmann, Communications <br />Director; and Kristine Foreman, HR Director. <br /> SPECIAL MEETING 90 DAY REVIEW COMMISSIONERS <br />At 1:00 p.m. Chairman Osiadacz opened a Special Meeting with Phil <br />Backlund, for a 90-day review planning update. <br /> <br />Phil Backlund, Consultant reviewed the Agenda and schedule for the <br />afternoon. <br /> <br />The Board reviewed good news; V/TO review including the Board’s ten- <br />and three-year plans; core values and core focus review and <br />assessment; review of the marketing plan; one year plan; rock <br />development; scorecard development; issues; and a rating of the <br />meeting. There was discussion on the future of this process. <br /> <br />Kristine Foreman, HR Director asked the Board if there is an <br />inclement weather policy in place due to the weather warning in <br />effect. Commissioner Wright will share an email from 2019 regarding <br />weather. After HR approval, Chairman Osiadacz will send it to all <br />employees. Employees should communicate with their DH/EO regarding <br />any modifications to normal work schedules to accommodate the <br />weather including but not limited to working from home, modified <br />hours, or using leave. <br /> <br />At 3:15 p.m. Chairman Osiadacz announced the Board would recess into <br />Executive Session for 10 minutes with the Board and Phil Backlund to <br />evaluate the qualifications of an applicant for public employment or <br />to review the performance of a public employee. However, subject to <br />RCW 42.30.140 (4), discussion by a governing body of salaries, <br />wages, and other conditions of employment to be generally applied <br />within the agency shall occur in a meeting open to the public, and <br />when a governing body elects to take final action hiring, setting <br />the salary of an individual employee or class of employees, or <br />discharging or disciplining an employee, that action shall be taken <br />in a meeting open to the public. No action was anticipated. <br />
