01/05/2022 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON BOCC CONFERENCE ROOM/ WEBEX SPECIAL MEETING WEDNESDAY 1:00 P.M. JANUARY 5, 2022 Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory Wright; and Commissioner Brett Wachsmith. Others: Taylor Crouch, Administrative; Julie Kjorsvik, Clerk of the Board; Phil Backlund, Consultant; Carly Brettmann, Communications Director; and Kristine Foreman, HR Director. SPECIAL MEETING 90 DAY REVIEW COMMISSIONERS At 1:00 p.m. Chairman Osiadacz opened a Special Meeting with Phil Backlund, for a 90-day review planning update. Phil Backlund, Consultant reviewed the Agenda and schedule for the afternoon. The Board reviewed good news; V/TO review including the Board’s ten- and three-year plans; core values and core focus review and assessment; review of the marketing plan; one year plan; rock development; scorecard development; issues; and a rating of the meeting. There was discussion on the future of this process. Kristine Foreman, HR Director asked the Board if there is an inclement weather policy in place due to the weather warning in effect. Commissioner Wright will share an email from 2019 regarding weather. After HR approval, Chairman Osiadacz will send it to all employees. Employees should communicate with their DH/EO regarding any modifications to normal work schedules to accommodate the weather including but not limited to working from home, modified hours, or using leave. At 3:15 p.m. Chairman Osiadacz announced the Board would recess into Executive Session for 10 minutes with the Board and Phil Backlund to evaluate the qualifications of an applicant for public employment or to review the performance of a public employee. However, subject to RCW 42.30.140 (4), discussion by a governing body of salaries, wages, and other conditions of employment to be generally applied within the agency shall occur in a meeting open to the public, and when a governing body elects to take final action hiring, setting the salary of an individual employee or class of employees, or discharging or disciplining an employee, that action shall be taken in a meeting open to the public. No action was anticipated.
