This means tlat additional tasks and/or funds may be added to an LHJ,s FpHS SOW as these decisions are made.These firnds are to be used as directed and allocated_by the FPHS Steering committee. As the global covlD-I9 pandemic and the public health response to it continues andbegins to abate, these FPHS funds can be braided with and used to supplelnent other short+er;pandemic ..rponr" funding as needid for FpHS activities during this period ofperformance (07101/21 12/31/21). Responding to pandemics, epidemics and public health emergencies are foundational ,J,ui.", of the governmental public health system.Note:The total biennial funding allocation is for the period of July 1,2021through June 300 2023, 2021-2023 biennial funding allocations will be divided into four six-monthlump sum amounts that will be disbursed at the beginning of each six month period as follows: July 1, 2021; January 1,2022; July l, 2022; January l,2023.Each year,the July payment witl be disbursed upon completion of the FpHS Annual Refort.The disbursement of funds scheduled for January 1,2022, July 1, 2022 and January 1,2023 and deliverable due dates after Decemb er 3l,202lare included in thisstatement of work for informational purposes only and will be carried forward into a new statement of work in the new consolidated contract term beginning January l,2022.FPHS funds must be spent in the state fiscal year (SFY) in which they are appropriated by the legislature, allocated, and disbursed. Legistative appropriations lapse atthe end of each state fiscal year (RCW 43.E8.f40).Spending and spending projections must be reported as required by the FPHS Steering Committee. Funds that are projected to be unspent by the close of the stateliscal year must be reallocated per the process developed by the FPIIS Steering Committee to assure that all funds appropriated by the tegislature can be spent by thegovernmental public health system to deliver FPHS within the year that the funds are appropriated.
