<br />2020 Solid Waste and Moderate <br />Risk Waste Management Plan Update <br /> <br />6-2 AX0304191054PDX <br />stations reduce overall transportation costs, air emissions, energy use, truck traffic, and road wear and <br />tear. <br />Solid waste from commercial accounts and households in Kittitas County is presently hauled to either of <br />two County-owned transfer stations: Ellensburg and Upper County (Cle Elum). <br />6.1.1 Ellensburg Transfer Station <br />Located off Industrial Way, the existing Ellensburg Transfer Station property is leased from the City of <br />Ellensburg. The main building of the transfer station is approximately 7,500 square feet, with a tipping <br />floor of approximately 6,800 square feet. The facility is designed with a top-loading chute and a drive- <br />through lower transfer trailer bay. <br />The existing Ellensburg transfer station has location and size constraints. Located in a floodplain, the <br />facility closes during significant rainfall or spring runoff events. The facility is also undersized for the <br />number of customers using the facility resulting in long queuing times and potentially unsafe conditions <br />within the small unloading and processing areas. <br />Kittitas Solid Waste Department is currently in the planning and permitting phases of constructing a new <br />transfer station to address the safety, capacity and flooding issues that will meet the long-term needs of <br />the County. This new facility will replace the existing Ellensburg transfer station and will include a transfer <br />building, composting area, MRW building, and recycling depot as well as various administrative, parking, <br />and other required elements. The County has purchased a property for this new facility. The new property <br />is large enough to accommodate other functions or potential sale of a portion of the site. The location of <br />the proposed new Ellensburg site is shown on Appendix E, located on US 97/Old Highway 10 in <br />northwest Ellensburg. <br />The anticipated schedule for completion of this new facility is as follows: <br /> Permitting – 2018-2020   <br /> Design – 2020-2021 <br /> Construction and Operations – 2021-2022 (dependent on financing) <br />6.1.2 Upper County Transfer Station (also known as the Cle Elum Transfer Station) <br />Located between the cities of Roslyn and Cle Elum in the western portion of the County, the Upper <br />County Transfer Station was designed and built in 2003 and includes a 7,300 square foot tipping floor. <br />The station is on 10 acres of County-owned property. <br />The County operates the scale houses where loads are weighed, and fees are collected. Transfer station <br />operations and hauling activities are provided by a private company under contract to the County. Waste <br />collected at the transfer stations is hauled approximately 80 miles north of the City of Ellensburg to the <br />Greater Wenatchee Landfill located in Douglas County, Washington. <br />Recent activity at the transfer stations is provided in Table 6-3. <br />Table 6-3.
