2020 Solid Waste and Moderate <br />Risk Waste Management Plan Update <br /> <br />AX0304191054PDX 5-5 <br />Requirements for future collection services will depend on population growth rates. In 2018, the <br />population of unincorporated Kittitas County was estimated at 21,120 and incorporated Kittitas County <br />was estimated at 24,480 (OFM, 2018). Estimates prepared by OFM (intermediate series) project the total <br />population to be 49,927 by the year 2025. This is an increase of 4,327 people, or approximately 9 percent <br />increase. This level of growth will most likely require additional collection routes. <br />5.5 Recommended Options and Implementation Actions <br />The following options for improving collection are recommended. Each option and the associated <br />implementation actions are discussed below. <br />5.5.1 Routing of Collected Waste through County Facilities <br />Continue to require, or to arrange for, all collected MSW to be routed through the Kittitas County-owned <br />transfer stations, or private transfer stations in the County, and/or assure collection of program fees for all <br />MSW generated within the County. <br />5.5.2 Curbside Recycling Collection <br />The County should evaluate providing curbside recycling (collection of source-separated recyclables) <br />from residences outside City limits. The County could, by ordinance, award a contract to collect source <br />separated recyclable materials from residences within unincorporated areas. The County has authority to <br />manage, regulate, and fix the price of the source separated recyclable collection service. <br />Waste Management’s contract with the developer of the Suncadia project in Upper County requires <br />curbside recycling collection once the development contains 100 permanent residents. As new <br />developments in Upper County are built, evaluate the possibility of establishing a similar requirement so <br />that the new developments can also benefit from a curbside recycling program. <br />5.5.3 Review Collection Contracts <br />Periodically review collection contracts to ensure that services being provided are consistent with <br />contractual obligations of the hauler. This review may include complaint and missed pickup resolution <br />procedures, evaluating if service vehicles are adequate for season and terrain, recourse for <br />noncompliance (i.e., liquidated damages), and fees paid in compliance with contract. <br />5.5.4 Funding Sources <br />Identify and procure additional funding sources to meet minimum level of service requirements. i) .
