<br />2020 Solid Waste and Moderate <br />Risk Waste Management Plan Update <br /> <br />4-8 AX0304191054PDX <br />Tier 2: Materials that can be recycled, but for which there are limitations in collecting or marketing on a <br />regular basis. These materials may be collected for recycling on an irregular basis, seasonally, at special <br />events, or at selected locations as feasible or necessary. <br />Tier 3: Materials for which recycling may become feasible in the future. <br />Table 4-3 lists the materials currently in each of the three tiers of recyclables for Kittitas County. This list <br />is used in this section to identify needs for collection, drop-off, and processing programs in the County. <br />New contamination standards and drastic changes in recycled materials markets have resulted in <br />reduced markets and increased costs for recycled materials. As such the County will continue to monitor <br />market conditions and may shift items from one Tier to another as a result. <br />New market opportunities may be created as new technologies develop, as virgin commodity prices <br />fluctuate, and/or as new environmental concerns arise. For example, converting organic materials for <br />biodiesel production may become an economically feasible recycling opportunity. As such, this list should <br />be considered dynamic and open to modification during the term of the SWMP. Any proposed changes to <br />the designated recyclables list must be made to the Solid Waste Director and presented to the SWAC for <br />review. The SWAC will then make a recommendation to modify the list and the item brought forth to the <br />County Commission for review and approval. If approved, the list will be updated and submitted to <br />Ecology. This process should not be considered an amendment to the SWMP and does not require <br />commission action. <br />Table 4-3.
