2020 Solid Waste and Moderate <br />Risk Waste Management Plan Update <br /> <br />AX0304191054PDX 4-5 <br /> Incentives are needed to boost food composting and lawn mulching because the cost of composting <br />bins or mulching mowers are cost prohibitive. Organics make up 30 percent of the residential waste <br />stream. <br /> Existing contacts and collaborators could be leveraged for more impact. For example, the Master <br />Composter program could be expanded to cover composting, waste reduction, and other solid waste <br />topics. <br /> Businesses need proactive outreach on waste reduction and proper hazardous waste handling <br />because they are not reaching out to Solid Waste directly. <br /> Numerous web-based materials exchange/reuse sites already exist but need promotion. <br /> Educational and promotional materials are not sufficiently linking the concepts of greenhouse gases <br />and climate change to solid waste management. <br /> Consumers are not utilizing guidelines and calculators to estimate the required quantity of product to <br />complete a task (e.g., painting a structure, fertilizing a yard). <br />4.2.6 Waste Reduction Recommended Options and Implementation Actions <br />The following options for improving waste reduction are recommended. Each option and the associated <br />implementation actions are discussed below. <br />4.2.6.1 Waste Reduction Policies <br />The County will continue to follow its procurement policy that encourages the County to purchase <br />products made from recycled-content materials and should encourages other government agencies to <br />incorporate similar source reduction efforts. The County should document progress in the implementation <br />of this policy with metrics to demonstrate waste reduction accomplishments. <br />4.2.6.2 Public Education and Outreach <br />The County could work with community partners to further develop a waste reduction and recycling public <br />education and outreach program that targets specific audiences. Activities to encourage waste reduction <br />and recycling could include the following: <br />Electronic <br /> Provide brochures, flyers, web links, and other resources for waste reduction and reuse on the <br />County’s website. <br /> Use social media to connect with the community on waste reduction-reuse-recycling topics and <br />events and support the use of related forums. <br /> Send an e-newsletter to subscribers on a regular basis with tips on waste reduction and recycling, <br />and household hazardous waste (HHW) management as well as promoting upcoming events like the <br />Master Composter program. <br /> Create and post original video content to promote waste reduction techniques, yard waste separation, <br />and secured loads. <br /> Provide television and radio PSAs that are broadcast through cable or city TV stations and public <br />radio stations. <br />Print <br /> Update “Where, When, and How to Recycle in Kittitas County” at least once per year. <br /> Provide real estate companies with new move-in and move-out procedures for residents. i) .
