Waste Reduction, Recycling, and Composting <br />The recommended options and associated implementation actions for waste reduction, recycling, and <br />compost are summarized in Table 4-1. <br />Table 4-1. Videos <br />will be posted to the County website. <br />Commercial Technical Assistance Continue to offer more technical assistance and provide a case study of high- <br />performing businesses. <br />Institutional and Nonprofit Assistance Support community activities and local organizations to expand their programs <br />through sponsorships and presentations. As new schools are planned, get <br />involved in predesign efforts to make sure schools set up with equipment that <br />supports waste reduction. <br />Purchasing Develop procurement policies for agencies, ensure the success of the plastic <br />ban bag, and promote smart purchasing options. <br />Recycling <br />Collection Work with haulers and cities to provide recycling services that support the <br />viability of those programs and are economically feasible based on market <br />conditions. <br />Commercial Programs Provide technical assistance to large businesses. Target agricultural activities. <br />Develop a recognition program to increase recycling. <br />Large Venue and Special Event Recycling Continue reviewing event plans and develop best management practices for <br />event planners. <br />Self-Haul Provide recycling services that support the viability of those programs and are <br />economically feasible based on market conditions. <br />Rate Structure Maintain the Pay-As-You-Throw structure. Evaluate if rate changes are <br />necessary to adequately cover the cost of recycling. <br />Recycling Incentives Assist organizations in applying for grants. Encourage use of the recycling <br />trailer. <br />Evaluation and Monitoring Conduct annual assessment of progress meeting the goals and objectives of the <br />Plan. <br />Identify Funding and Other Nonmonetary <br />Resources <br />Identify and pursue funding and nonmonetary resources for developing and <br />implementing recycling programs and promotion. <br />Formal Working Relationships Encourage the establishment of formal working relationships between the <br />County and other agencies, institutions, and organizations. <br />Sustainable Community Promote complementary programs like green building and food waste reduction. <br />Evaluate Expansion of Programs Evaluate the expansion of programs to target specific waste generators; <br />evaluate curbside recycling. <br />Public Outreach and Education Continue existing outreach to increase recycling rates and reduce contamination <br />and expand program resources online. <br />Composting <br />Composting Public Education and Outreach Continue to develop, distribute, and post composting education materials. <br />Expand the Master Composter program and offer additional seminars. <br />Compost Facility Develop new Compost Facility at the new transfer station that is being <br />developed.
