<br />2020 Solid Waste and Moderate <br />Risk Waste Management Plan Update <br /> <br />1-8 AX0304191054PDX <br />In addition, subarea comprehensive plans are included for the Snoqualmie Pass and Mountainstar <br />Resorts. <br />1.5.3 Water Quality Plans <br />Through the “Critical Areas Review” process and the “Shorelines Master Program”, the Kittitas County <br />Planning Department governs development activities, construction, and land use activities near lakes, <br />rivers, streams, wetlands, and other water bodies, within the County. This review, and the permit process, <br />is in keeping with the requirements of Chapter 90.58 RCW and the Code of Federal Regulations 44, Part <br />60. Any modifications to the current Solid Waste System that may take place near water bodies within the <br />County should proceed in consultation with the County Planning Department, and in accordance with <br />these policies. <br />1.5.4 Capital Facilities Plans <br />The capital facilities plan is included in the County’s most recent Comprehensive Plan. <br />1.5.5 Emergency Management Plan <br />The Kittitas County Comprehensive Emergency Management Plan (revised 2003) is for the use of officials <br />in providing emergency management preceding, during, and following disasters. It gives the policies, <br />information, recommendations and guidance necessary for the officials making operational decisions. <br />The Kittitas County Disaster Debris Management Plan was prepared in 2014 and accepted by the <br />Federal Emergency Management Agency (FEMA) on May 12, 2015. This plan provides guidance and <br />tools for removing and managing debris after a debris generating event. <br />Both plans can be accessed at: https://www.co.kittitas.wa.us/sheriff/emergency.aspx <br />1.5.6 Shoreline Management Plan <br />Shoreline management is included in the County’s most recent Comprehensive Plan. <br />1.5.7 Watershed Plan <br />Elements of watershed management are included in the County’s most recent Comprehensive Plan. <br />Kittitas County is in the Upper Yakima River Basin Watershed (WRIA 37/38/39) and oversight lies with the <br />Yakima Basin Water Resources Agency. However, the County chose to end their association with the <br />watershed management planning process that prepared a standalone Watershed Management Plan in <br />January 2003. <br />1.5.8 Floodplain Management Plan <br />Floodplain management is included in the County’s most recent Comprehensive Plan. <br />1.5.9 State SWMP <br />The State Solid and Hazardous Waste Plan (2015 Beyond Waste Plan) gives direction to local <br />governments as they update their local solid and hazardous waste plans. It communicates the vision to <br />eliminate most wastes and toxics and use any remaining waste as resources. The State SWMP guides <br />the future management of waste and materials in the state. <br />
