2020 Solid Waste and Moderate <br />Risk Waste Management Plan Update <br /> <br />AX0304191054PDX 1-3 <br />SWAC will consider issues, concerns, and possible amendments to the Plan at their regular meetings, as <br />follows: <br /> Complete, factual written information is submitted to Solid Waste Staff. <br /> Solid Waste Staff will review with SWAC Chair for completeness. <br /> Information is disseminated to each SWAC member 2 weeks in advance of the next SWAC meeting <br />(see Appendix B for Kittitas County Solid Waste Advisory Committee Bylaws and Meetings <br />Procedures, Section VIII Amendments). <br />1.3 Changes in Solid Waste Regulation and Policy Since 2010 <br />Several new rules and regulations have been adopted since the previous Plan was developed. The <br />applicable changes are discussed below and were considered as part of the Update. <br />1.3.1 Apple Maggot Quarantine <br />The majority of Kittitas County (83 percent) is within an Apple Maggot Quarantine area including the <br />existing and proposed Transfer Station (Figure 1-1). Both municipal green waste (MGW2) and municipal <br />solid waste (MSW) are currently listed as regulated commodities under the apple maggot quarantine rule. <br />RCW 70.95 was amended in 2016 to prevent the spread of agricultural plant pathogens and pests. These <br />changes require the following: <br /> Inclusion of an agricultural representative on the SWAC. <br /> Review of the draft SWMP by the Washington State Department of Agriculture (WSDA). <br /> Submittal of a copy of solid waste permits by local health departments to WSDA for compost facilities <br />in a nonquarantine area, when they will receive organic waste from a quarantine area. <br /> Special permits for transporting regulated commodities between quarantined and nonquarantined <br />areas. <br />Effective in 2017, the Washington State Department of Agriculture (WSDA) amended WAC 16-470 by <br />adding MSW and MGW (yard debris, organic feedstocks, organic materials, and agricultural wastes) to <br />the list of commodities regulated under the apple maggot quarantine. Special permits, mentioned above, <br />are required for the following: <br />1) Transportation and disposition of MSW from an area under quarantine for disposal at a solid <br />waste landfill or disposal facility in the apple maggot and plum curculio pest-free area. Currently <br />MSW is transferred to Wenatchee Landfill which is in a non-quarantine area. <br />2) Transportation and disposition of yard debris, organic feedstocks, organic materials, and <br />agricultural wastes from the area under quarantine for disposal at a solid waste landfill or <br />treatment at a composting facility in the apple maggot and plum curculio pest-free area.
