<br />Attachment 3-1 <br />Budget Totals <br /># of Personnel <br />full time <br /># of Personnel <br />part time <br />#of Personnel <br />Seasonal <br />KITTITAS COUNTY SOLID WASTE <br />2019 BUDGET NARRATIVE <br />2015 2016 2017 2018 <br />3,047 ,895.00 4 ,617 ,537.00 4 ,765 ,915 5,164,143 <br />8 8 8 8 <br />2 2 2 4 <br />5 5 5 5 <br />2019 <br />Preliminary <br />5 ,192,759 <br />8 <br />4 <br />5 <br />Kittitas County Solid Waste operates multiple facilities and programs including two Transfer <br />Stations and Recycling Facilities, two Moderate Risk Waste Facilities and a Compost Facility to <br />provide a convenient, cost effective and safe drop off collection system for the residents of <br />Kittitas County. <br />Not as visible to the County residents Kittitas County Solid Waste also operates , monitors and <br />maintains additional facilities which include a Limited Purpose Landfill (CDL), Liquid Waste <br />Lagoons, and a closed MSW Landfill. <br />In addition to operating facilities Kittitas County Solid Waste also provides education to the <br />public, and schools on disposal options , waste reduction, recycling, composting and alternatives <br />to toxic substances, along with technical assistance to businesses. <br />The Solid Waste Main office handles the billing and accounts for all the facilities. In 2010, Solid <br />Waste managed 693 accounts. In 2018, we manage 975 accounts , and process approximately <br />$310,000 per month in payments on accounts. The office also handles the household fluorescent <br />bulb recycling program, battery collection, syringe collection, and hazardous waste appointments <br />scheduled and unscheduled drop ins. The Transfer Stations handle approximately $115,000 per <br />month in cash and checks. <br />In 2016 the Solid Waste Department started a feasibility study to evaluate relocating the <br />Ellensburg Transfer Station. The study was completed and the siting process culminated with the <br />recommendation to purchase prope1ty located on Highway 97. <br />In 2018 we have acquired the property on Highway 97 along with the water rights for the <br />property. Since the acquisition of the property we have started the wetland inventory and the <br />archeological study which are on schedule to be completed by the end of 2018. <br />In 2018 we added two additional pa1t time positions to assist with operations. One was a 30 hour <br />a week operator/mechanic to help with preventive maintenance on equipment at both the <br />Compost facility and the Rye grass landfill. We also added a part time scale house attendant to <br />work at Ryegrass and the other scale houses as needed to provide additional coverage.
