<br />KCHD ORDINANCE 1999- 27 SOLID WASTE REGULATIONS <br />(14) Topography of the site and drainage patterns for both pre- and post-development conditions. <br />b. Preliminary engineering report/plans and specifications and development and operation plans are <br />subject to the requirements of WAC 173-304-600(3)(b)(ii), and shall include, but not be limited to: <br />(1) How the facility will meet the locational standards of WAC 173-304-130; <br />(2) Relationship of the facility to the most recently approved Kittitas County Solid Waste <br />Management Plan, and the basis/calculations for determining the facility's life; <br />(3) The design of bottom and side liners, and final cover system; <br />(4) Identification and analysis of borrow sources for liner construction, and daily and final cover; <br />(5) Interim/final leachate collection, treatment and disposal methodology; <br />(6) Ground water monitoring; <br />(7) Landfill gas control and monitoring; <br />(8) Stormwater surface run-off quality and quantity control, discharge, and monitoring; <br />(9) Trench design, fill methods, elevation of final cover and bottom liner, and equipment <br />requirements; and <br />(10) Closure/post-closure design, construction, maintenance and land use. <br />c. The operation plan is subject to the requirements of WAC 173-304-600(3)(b)(iii), and shall address, <br />at a minimum: <br />(1) Operation and maintenance of leachate collection, treatment and disposal systems; <br />(2) Operation and maintenance of landfill gas control systems; <br />(3) Operation, maintenance, and monitoring plans for ground water, surface water and landfill <br />gases to include sampling technique, frequency, handling and analyses requirements; <br />(4) Plans for handling solid wastes on-site including plans for handling asbestos and problem <br />wastes; <br />(5) Safety and emergency plans; <br />(6) Routine filling, grading, cover and housekeeping, including dust control and blowing litter; <br />(7) Record system to address records on weights and volumes of each waste stream type, number <br />of vehicles and the types of waste received; <br />(8) A method to perform an annual waste capacity analysis study of the site to determine total <br />amount of the site capacity filled to date, and total site life remaining based upon the <br />frequency, volumes, and compaction effectiveness of solid wastes brought to the site; <br />(9) Vector control plans;
