<br />KCHD ORDINANCE 1999- 22 SOLID WASTE REGULATIONS <br />c. All waste tire carriers, and businesses transporting more than five (5) waste tires generated by their <br />own operations for the purpose of recycling, storage or disposal, shall maintain complete trip <br />manifests for each occurrence of waste tire transportation. Completed manifests shall be retained at <br />the point of generation for a period of two (2) years and be available to the Health Officer on <br />request. Manifests shall be on one form and shall include: <br />(1) Date tires are transported; <br />(2) Number of tires transported; <br />(3) Name, telephone number, and location of storage, recycling or final disposal facility to which <br />the load is destined; and <br />(4) Printed name and signature of person(s) transporting the waste tires. <br />SECTION VI. SOLID WASTE HANDLING FACILITY STANDARDS <br />A. General Facility Requirements <br />1. Applicability. <br />a. All facilities which are subject to the standards of Chapters 173-303, 173-304 or 173-351 WAC or <br />the amendments thereto, and all solid waste handling, storage, collection, transportation, treatment, <br />utilization, processing, recycling, recovery, and final disposal facilities subject to these regulations <br />are required to obtain permits. Single-family residences and single-family farms who generate <br />waste on site are exempt from these permit requirements provided that the applicable standards of <br />Section IV are fully complied with. <br />b. Permits are not required for corrective actions at solid waste handling facilities performed by the <br />state and/or in conjunction with the United States Environmental Protection Agency to implement <br />the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA), <br />or corrective actions taken by others to comply with a state and/or federal cleanup order provided <br />that: <br />(1) The action results in an overall improvement of the environmental impact of the site; <br />(2) The action does not require or result in additional waste being delivered to the site or increase <br />the amount of waste or contamination present at the site; <br />(3) The facility standards of Chapters 173-304 and 173-351 WAC and Sections IV.B. and VI.A.3. <br />are met; and <br />(4) The Health Officer is informed in writing of the actions to be taken at least ninety (90) days <br />prior to initial activities, and is given the opportunity to review and comment upon the <br />proposed corrective action plans. <br />c. Effective Dates. <br />(1) Existing facilities will operate under the terms and conditions of their existing permits valid on <br />the effective date of this regulation. After the expiratin date of existing permits, these existing <br />facilities shall meet the requirements of this section.
