<br />KCHD ORDINANCE 1999- 19 SOLID WASTE REGULATIONS <br />b. Dead Animals. Except as otherwise provided in Section IV.B.5., dead animals shall be disposed of <br />in a manner to protect the public health and the environment. Large animals shall be taken to a <br />rendering plant, or a veterinary clinic, or property owners may bury animals on their property so <br />long as no nuisance is created. i.e. (high water table or insufficient depth of soil so as not to <br />completely cover the animal thereby allowing scavenging to take place). Small animals shall be <br />taken to a veterinary clinic, an animal shelter, buried on site, or can be disposed of at transfer <br />stations (double bagged) so as not to create a nuisance. <br />c. Agricultural Waste. Agricultural waste shall be regulated pursuant to Chapter 70.95 RCW. <br />d. Pet Feces. Pet feces, especially dog droppings, shall be disposed of in a manner, such as burial or <br />bagging and placement into containers described in Section IV.A.2.b., which does not create a <br />nuisance or pollute surface waters of the state, and shall be disposed of no less than once per week, <br />unless a different frequency is approved by the Health Officer. Pet feces may be disposed of into <br />the sanitary sewer if the system is served by a sewer treatment facility which will accept such waste. <br />This waste shall not be put into a storm sewer. <br /> <br /> <br />6. Compost. <br />Composting of household food waste, grass clippings and/or other compostable material, shall be <br />conducted in a manner which minimizes odors or emissions, does not create a nuisance, or attract <br />rodents and/or other vectors. The Department of Ecology Best Management Practices publication #97- <br />502 Compost Facility Handbook shall be referenced. Single family residences and single family farms <br />which are composting materials resulting from their own activities on site, when such action does not <br />create a nuisance, are exempt from the permit requirements in Section VI.L. <br />7. Bulky Waste. <br />Bulky wastes shall be stored and transported in such a manner so as not to create a nuisance or safety <br />hazard. Bulky wastes should be recycled. County transfer stations provide this service(excluding junk <br />cars) as well as independent recyclers. If recycling is not feasible, these wastes shall be disposed of at an <br />approved solid waste facility. <br />8. Demolition Waste. <br />Generators of demolition waste should source separate and recycle the material to the maximum extent <br />practicable. Individuals may take this material to county transfer stations. Contractors may contact <br />Solid Waste Programs and once approved, haul directly to a permitted facility. <br />C. Specific Business Waste Stream Standards <br />1. Applicability. <br />This section applies to all businesses which generate and/or handle the specific wastes referenced <br />herein. <br />2. Small Quantity Generators.
