Reviewed Proposed Response to Comments with SWAC and Ecology. Seth Benge was present at the  <br />meeting and provided some updates. Original comments shown below with proposed response  <br />following in blue italics.  <br />“ITEMS THAT MUST BE ADDRESSED PRIOR TO PLAN APPROVAL”: <br />1. Detailed inventory of all solid waste handling facilities: Although the Kittitas County solid <br />waste facilities are mentioned throughout the plan, a formal detailed inventory of the facilities is <br />absent. A table including each of the county’s facilities could sufficiently satisfy this requirement. <br />Such a table needs to include relevant details such as the address of the publicly owned <br />facilities, times in which the facility is open to the public, and other relevant information. A map <br />may also be helpful for identifying locations of such facilities. [RCW 70.95.090(1)] <br />The code reads, “(1) A detailed inventory and description of all existing solid waste handling <br />facilities including an inventory of any deficiencies in meeting current solid waste handling <br />needs.” <br />Seth verified that this comment is referring to County-owned facilities only. We will add a simple <br />table to Chapter 6. Also , in table ES-1 we will clarify that this list is in Section 6). <br />20-year solid waste handling projection (facility needs): The Kittitas County SWMP <br />provides a detailed 20-year projection of population growth in table 3.3, but fails to provide <br />much detail in regards to what this population growth mean for the solid waste facility <br />needs of the county. In section 3.4, the plan states “To maintain the current level of <br />service, the County will need to increase solid waste services to meet future waste stream <br />projections”. <br />2. <br />More detail is needed; specifically, how will the growth affect the solid waste facilities of the <br />county? What updates may be need to facilities, etc.? When performing your local analysis, <br />Ecology recommends expressing waste generation, disposal and recycling figures both per <br />person and by total tonnage.
