This chapter describes the administrative and enforcement structure for solid waste <br />management in Kittitas County. Administration and enforcement responsibilities for solid waste <br />management in Kittitas County are divided among several agencies and jurisdictions. <br />9.1.1 Kittitas County Solid Waste Department <br />Chapter 36.58 RCW authorizes Kittitas County to develop, own, and operate solid waste handling <br />facilities in unincorporated areas of the County, or to accomplish these activities by contracting with <br />private firms. The County also has the authority and responsibility to prepare comprehensive solid waste <br />management plans for unincorporated areas and for jurisdictions that agree to participate with the County <br />in the planning process. <br />The County has entered into interlocal agreements with all of the incorporated cities within the County for <br />the purpose of establishing an integrated and coordinated solid waste management program. Interlocal <br />Agreements are developed in accordance with Chapter 39.34 RCW, Interlocal Cooperation Act, for the <br />purpose of permitting local governments to cooperate with one another in the performance of tasks, thus <br />achieving economies of scale and reducing duplication of effort. An Interlocal Agreement is signed by the <br />authorized officials of the local governments involved and specifies the services and/or facilities to be <br />provided and any compensation between the local governments for such services and/or facilities. The <br />Solid Waste Interlocal Agreement, entered into on March 19, 1979, is provided in Appendix A. <br />Kittitas County exercises its solid waste responsibilities through the Kittitas County Solid Waste <br />Department. The Solid Waste Department has the responsibility for developing and implementing the <br />solid waste management plan, formulating interlocal agreements, administering public education <br />programs, and providing staff support for the SWAC. <br />An organization chart for the solid waste department is provided in Figure 9-1.
