Moderate Risk Waste <br />The recommended options and associated implementation actions for moderate risk waste are <br />summarized in Table 8-1. <br />Table 8-1. Increase <br />participation by hosting regular business hours. <br />Commercial Outreach, Education, and <br />Technical Assistance Implement outreach education and technical assistance to commercial entities. <br />Funding for MRW Programs Seek additional funding sources from the State as well as increasing handling and <br />disposal fees. <br /> <br />8.1 Introduction and Background <br />This section constitutes the 2020 Moderate Risk Waste/Local Hazardous Waste Management (MRW <br />Plan) for Kittitas County. This Plan replaces the previous plan, prepared in 2010. <br />The purpose of this plan is to improve the management of moderate risk wastes in Kittitas County, <br />thereby promoting better regional protection of human health and the environment. The document will <br />direct and guide the management of these wastes over the 20-year planning period, from 2020 to 2040. <br />The recommendations included in this Plan are based on existing conditions and forecasts of future <br />conditions in the County. <br />In Kittitas County, the local governments have worked together to produce a MRW Plan for the County. <br />Participants include Kittitas County, the cities of Kittitas, Cle Elum, Ellensburg, Roslyn, and the town of <br />South Cle Elum. The Kittitas County Solid Waste department was responsible for overseeing all aspects <br />of the plan’s development. Solid Waste will also implement specific plan recommendations and <br />coordinate the involvement of other agencies. <br />8.2 Analysis of Current Conditions <br />8.2.1 Moderate Risk Waste <br />Moderate risk wastes are hazardous wastes produced by households, and by businesses and institutions <br />in small quantities. Commercial and institutional generators of hazardous waste are conditionally exempt <br />from full regulation under the Hazardous Waste Management Act, provided that they do not produce or <br />accumulate hazardous waste above specified quantities defined by Ecology (quantity exclusion limits). <br />These “small-quantity generators” produce hazardous wastes in quantities that do not exceed the <br />following State regulatory limits: <br /> 220 pounds (100 kg) of dangerous waste per month or per batch. <br /> 2.2 pounds (1 kg) of acute or extremely hazardous waste per month or per batch. <br />In addition, to maintain its status as a small-quantity generator, a business or institution may not <br />accumulate more than 2,200 pounds of dangerous waste or more than 2.2 pounds of acute or extremely <br />hazardous waste at one time.
