This option would be considered upon approval by the Board of County <br />Commissioners. <br />7.8 Asbestos <br />Asbestos waste is any waste that contains more than 1 percent asbestos by weight (40 CFR Part 763, <br />Appendix A, Subpart F). A Waste Shipment Record that meets EPA guidelines must accompany all <br />asbestos-containing waste. In a November 1990 amendment, the National Emission Standards for <br />Hazardous Air Pollutants established record-keeping and operational requirements for disposal facilities <br />accepting asbestos waste. <br />Asbestos containing materials (ACM) can only be disposed of in approved waste disposal sites and must <br />be sealed in leak-tight containers while wet or put into leak-tight wrappings. Labels are required on all <br />ACM containers and must contain name and location of generation. Transport vehicles must be marked <br />and accompanied by a waste shipment record to be provided to the disposal site owner or operator upon <br />receipt. Asbestos contractors are licensed by the Washington State Department of Labor and Industries. <br />7.8.1 Existing Conditions <br />Municipal solid waste landfills can accept nonfriable asbestos wastes if acceptance and disposal <br />procedures comply with federal, state, and local regulations. Asbestos waste generators can haul their <br />waste to either the Columbia Ridge Landfill, the Roosevelt Regional Landfill, the Greater Wenatchee <br />Regional Landfill, or the Graham Road facility for disposal. All of these sites have approved programs for <br />asbestos waste disposal. In 2008, approximately 217 tons of asbestos was disposed from Kittitas County, <br />the majority of this waste was sent to Columbia Ridge. <br />7.8.2 Asbestos Needs and Opportunities <br />Asbestos containing materials can be disposed of in solid waste landfills if they are encapsulated, <br />packaged, and covered for disposal in accordance with the local, state, and federal asbestos regulations <br />described previously. Acceptance of asbestos at a landfill facility requires special handling of the material, <br />additional paper work, and additional training of personnel. These requirements increase asbestos waste <br />disposal costs. Current disposal options for asbestos are adequate, so no additional options were <br />evaluated. <br />7.8.3 Asbestos Recommended Options and Implementation Actions <br />The following options for asbestos are recommended. Each option and the associated implementation <br />actions are discussed below. <br />7.8.3.1 Public Education on ACM <br />Allow current private solid waste hauler to inform the public on proper handling of ACM. <br />7.9 Liquid Wastes <br />7.9.1 Background <br />There are four 300,000-gallon liquid waste evaporation lagoons (LWELs) on the Ryegrass Landfill <br />property owned and operated by Kittitas County Solid Waste: <br /> Pond 1/West Septage Lagoon <br /> Pond 2/East Septage Lagoon <br /> Pond 3/West Leachate Lagoon
