<br />2020 Solid Waste and Moderate <br />Risk Waste Management Plan Update <br /> <br />x AX0304191054PDX <br />Yearly evaluation of the plan will be conducted as needed by the SWAC, Ecology, and WUTC. <br />ES.4 Organization of the Plan Update <br />The Plan update has been organized to facilitate ease of use and implementation by the County and <br />member jurisdictions. Each section contains a description of the current conditions, needs, options, <br />discussion, and selected or recommended options. <br />ES.5 Goals and Objectives <br />The goal of this Plan is to document the development of an integrated waste management system that <br />influences individual waste generation patterns while providing for necessary and economically efficient <br />waste management services. Implementation of the Plan will minimize environmental impacts and protect <br />human health. The Plan aims to provide the mechanisms by which solid waste is handled in the County in <br />a manner that promotes, in order of priority, waste reduction, recycling, and composting. <br />The goal statement is supported by the following general policies and objectives: <br />1) Continue and enhance waste reduction and recycling programs to achieve specified recycling and <br />diversion goals, which will be subject to periodic review and modification. <br />2) Provide convenient recycling opportunities throughout the County to maximize participation from all <br />practicable waste generator sectors. <br />3) Support the local economy (private and nonprofit) by maximizing the use of local markets, <br />capabilities, and resources. <br />4) Manage the solid waste management system in the most efficient and cost-effective way to best <br />protect public health, safety, and the environment. <br />5) Evaluate the need for, and when necessary, provide additional solid waste management facilities, <br />including technology options that may enhance existing infrastructure. <br />6) Address and support evaluation, collaboration, and enforcement of intergovernmental policies relating <br />to solid waste management. <br />7) Increase public awareness of solid waste issues by continuing and expanding educational <br />opportunities within the County to promote waste reduction, recycling, and reuse options. <br />8) Manage waste in a manner that promotes Washington State's waste management priorities. <br />9) Encourage coordination and communication among all jurisdictions and governmental entities to carry <br />out components of this solid waste plan. <br />10) Provide an ongoing mechanism for evaluation and feedback of the County’s solid waste management <br />system, including proper documentation of activities. <br />11) Maintain sufficient funding mechanisms to support selected program options. <br />12) Evaluate strategies for managing specific waste streams. <br />ES.6 Evaluation Methodology <br />The pool of solid waste management options is large, and therefore decisions must be made about which <br />ones to include and exclude when developing a preferred waste management strategy. The 2010 Plan <br />update included an extensive ranking exercise of numerous options. For the 2020 Plan update, the focus <br />was to create a plan that was user-friendly and implementable. The results from the 2010 Plan update <br />were used as the starting point. This list was reviewed with County staff and then again with SWAC to <br />determine the selected list of options to include in the 2020 Plan update.
