CONCLUSIONS <br />Page Two of Two <br />The specific illegal parking issues resulting from the increased parking demand/lack of parking supply <br />have created an extremely unsafe situation for the public with a high potential for liability (shared <br />or otherwise) for the stakeholders involved. There is a high rate of probability for pedestrian/vehicle <br />accidents on Hyak Dr E, Keechelus Drive and/or the surrounding roads in the greater Hyak area. <br />Given the increased vehicle volume and the adverse driving conditions often encountered in the <br />winter months it is probable that there will also be an increased occurrence of vehicular accidents <br />on these roads as well. <br />The public safety of the visitors, employees, and residents of the Hyak area is being impaired by the <br />illegal parking activity on these roads. CONSULTANT would recommend a vigorous analysis of the <br />potential liability associated with the current situation in that area by Counties Risk Management <br />personnel to provide context to CONSULTANTS views. <br />CONSULTANT would recommend the implementation of as many of the "immediate recommended <br />strategies" listed as quickly as possible with the follow-on examination of the "potential future <br />implementation strategies" to help mitigate these issues. Given the long lead time for projects of <br />this scope, engagement with County personnel or with potential third -party providers as quickly as <br />possible is recommended for budgeting and planning purposes. <br />Finally, coordination and communication with the related stakeholders is also recommended and a <br />regionalized approach to solutions for the greater Hyak area would be a desirable outcome.
