Regarding Policy Actions necessary to move forward with the implementation of the "immediate <br />strategies" proposed, it is CONSULTANTS understanding that KCC 10.06.050 has already been amended to <br />read as follows: <br />"Any vehicle parking in any county parking area in violation of this chapter shall be towed and impounded <br />at the owner's expense as provided in Ch. 46.55 RCW. Vehicles parked in violation of this code section are <br />subject to a $200 fine payable and appealable as provided in Ch. 46.63 RCW. Said fines and impoundment <br />shall be effective upon installation of appropriate signs." <br />Insofar as KCC 10.06.050 appears to refer to the specified parking areas defined in KCC 10.07.010 and as <br />delineated in CONSULTANTS scope of work to include Hyak Dr East and Keechelus Drive, CONSULTANT <br />recommends that County review whether the addition of "No Loading and Unloading" verbiage to the <br />posted signage and pursuant to the same penalty fee, should be governed in this (or any other) Code <br />Chapter within County Ordinances. Further CONSULTANT recommends discussion as to whether <br />additional verbiage should be added to current County Code to encompass the "Immobilization" of a <br />vehicle and whether or not that constitutes the Counties legal definition of "Impounding" of a vehicle. <br />While this strategy recommendation would be more applicable to potential future implementation, it may <br />behoove County to consider this question concurrently while evaluating the addition of the "No Loading <br />or Unloading" verbiage to County Code thus saving time for the Commissioners and all members involved. <br />Please see City of Olympia Washington Municipal Code referencing these items on the following pages. <br />PAR00�KING <br />is N <br />SERVICE <br />SINCE 1822 <br />" duvr®d & �Jpaeut®d°, <br />
