INTRODUCTION <br />Page One of One <br />Diamond Parking Services (DPS), herein after referred to as CONSULTANT, was retained by the <br />Kittitas County Public Works Department to assess the Hyak area parking program. CONSULTANT <br />was specifically tasked to complete the following: help identify existing structure and issues, <br />inventory potential strategies and identify a preferred alternative solution, identify potential policy <br />actions required to implement the preferred alternative solution as well as identify potential costs <br />associated with the implementation of the alternative solutions (the complete scope of work is <br />attached as an exhibit in this report) regarding the potential parking issues in the greater Hyak area. <br />During this process the CONSULTANT independently toured the entire greater Hyak community <br />area, as well as the specific roadways delineated (Hyak Dr East and Keechelus Drive -see map I <br />attached), on multiple occasions at different times/days and toured the location with a <br />representative of the Kittitas County Sheriffs office. <br />These tours allowed CONSULTANT to gain additional knowledge and to further understand the <br />parking zones, restrictions, potential issues associated with increased parking demand within the <br />area as well as how the surrounding areas would impact these specific roadways especially in the <br />winter months. <br />CONSULTANT then scheduled interviews with as many stakeholders associated with this area as <br />possible. CONSULTANT was able to complete interviews with representatives of the Kittitas County <br />Sheriff's office, Snoqualmie Pass Fire and Rescue, Snoqualmie Pass Utility District, Washington State <br />Department of Parks, the US Forest Service, Kittitas County Public Works, and the management of <br />the Summit at Snoqualmie Ski Area. This process further helped to define and clarify the scope of the <br />issue in the greater Hyak area as well as to specifically identify the immediate issues associated with <br />seasonal parking on Hyak Dr East and Keechelus Drive. Potential short-term solutions for immediate <br />implementation as well as potential longer-term implementation strategies are identified in this <br />report. <br />##PARKING <br />J��4 _ <br />SERVICE <br />SINCE 4 i 922 <br />
