EXECUTIVE SUMMARY <br />Page Two of Two <br />There are several strategies, which could help further mitigate the delineated risk identified, but <br />these strategies would require further investigation to determine potential viability. Creating a <br />"Regional Committee or Taskforce" encompassing all the stakeholders in the greater Hyak area <br />would be the most thorough and advisable approach. Evaluating the "Vision" for the greater Hyak <br />area and then creating a consistent system of management to achieve that vision would be one <br />recommended item for that group to consider. Further, utilizing suitable technologies (some options <br />appended to this report) to help manage that process as well as to provide consistent, relevant <br />communication to the public and all stakeholders would also be recommended. <br />It is apparent that a significant problem exists stemming from the lack of parking available in the <br />greater Hyak area. All stakeholders interviewed during this evaluation have acknowledged an on- <br />going parking issue within the greater Hyak area and have indicated a willingness to work to solve <br />these issues. Each stakeholder has certain steps they could take to help mitigate the parking issues <br />within the greater Hyak area and they should be encouraged to do so. The best result will come from <br />a symbiotic approach as it is exceedingly difficult to separate one set of roadways from another just <br />as it is difficult to ascertain how much of an illegal parking issue in any one section is due to the use <br />of one amenity i.e., how much traffic/parking is due to snow shoeing or tubing vs skiing. Thus, a <br />coordinated approach would manifest the best results however, if the creation of a "Regional <br />Committee or Taskforce" would lead to a significant delay then it is advised that each stakeholder <br />should take those steps immediately available to them to limit the safety concerns as quickly as <br />possible. A coordinated communication system could be implemented at a later date. To the extent <br />that the County is exposed to enhanced risk resulting from the associated illegal parking problems on <br />Hyak Dr East and Keechelus Drive, it would be advisable for the County to take immediate steps to <br />limit the associated liability inherent to those issues. <br />PARKING <br />SERVECE <br />SINCE 1922 <br />-4-419-9 a 8P -4-t„ <br />
