A detailed discussion of the direct and/or indirect potential impacts on the fish and <br />wildlife habitat conservation area bv the proiect. Such discussion shall include a <br />discussion of the ongoinq manaqement practices that will protect habitat after the <br />proiect site has been developed:f. The seneral mitiqation plan requirements of KCC 17A.01.080 as well as the fish and <br />wildlife habitat conservation area mitiqation requirements of KCC 17A.04.070. if the <br />alteration or develooment will result in unavoidable impacts to fish and wildlife habitat <br />conservation areas: andq. Methods and measures to avoid. minimize and/or compensate for adverse impacts <br />associated with the oroposed development. includinq. but not limited to:i. Prohibition or limitation of use. alteration. and development within the fish <br />and wildlife habitat conservation area:ii. Retention of veqetation and/or re-veqetation of areas/habitats criticallv <br />important to species: <br />iii. Special construction techniques: <br />iv. lmplementation of erosion and sediment control measures:v. Habitat restoration or enhancement (e.q.. fish passage barrier removal): <br />vi. Seasonal restrictions on construction activities on the subiect propertv: <br />vii. Clusterinq of alterations or development on the subject property: and <br />viii. Any other requirements and/or recommendations from federal, state. or local <br />special manaqement recommendations. includino the Washinqton State <br />Department of Fish and Wildlife's habitat manaoement quidelines. <br />17A.04.070 Mitiqation Requirements. <br />1. General Mitiqation Requirements. Mitioation for alteration or impacts to fish and wildlife <br />habitat conservation areas shall achieve equivalent or oreater biological functions and shall <br />include mitiqation for adverse impacts upstream and downstream of the development proiect <br />site. Mitigation shall address each functional attribute affected bv the alteration to achieve <br />functional equivalencv or improvement on a per function basis. Mitiqation elements mav <br />include. but are not limited to: restoration of previouslv deqraded areas and kev habitat <br />features: restoration of riparian veqetation communities to provide shade and larqe woodv <br />debris: addition of larqe woodv debris: and installation of upland habitat features.2. Buffer for aquatic habitat conservation mitiqation sites. AnV aquatic fish and wildlife <br />habitat conservation area that is created. restored. or enhanced as compensation for <br />aooroved alterations shall be assiqned the same buffer as would be required for the cateoory <br />of the oriqinal aquatic fish and wildlife habitat conservation area. <br />3. Tvpe of mitisation required. ln determininq the extent and tvpe of mitiqation reouired. the <br />Director mav consider allthe followinq: <br />a. The ecoloqical processes that affect and influence habitat structure and function <br />within the watershed or sub-basin: <br />b. The individual and cumulative effects of the action upon the functions of the critical <br />area and associated watershed:c. Observed or predicted trends reqarding the qains or losses of specific habitats or <br />species in the watershed. in liqht of aqqregated natural and human processes: <br />d. The likely success of the oroposed mitiqation measures:e. Effects of the mitiqation actions on neiqhborinq properties: and <br />44
