Desiqnation. and Mappino. <br />17A.03.030 Applicabilitv. <br />17A.03.040 ProtectionStandards. <br />17A.03.050 Reportinq. <br />17A.03.010 Purpose and lntent. <br />The purpose of this chapter is to orotect critical aouifer recharqe areas from deqradation resultinq <br />from alterations and development. lt is the intent of this chapter to safequard qroundwater resources <br />aqainst contaminants from alterations and develooment. <br />1 7A.03.020 Desiqnation. and Mappinq. <br />1. Glassification and Desiqnation. Critical aquifer recharqe areas are areas of unconsolidated <br />deposits within the Roslvn and Kittitas Basins. and all Group A well head protection areas. as <br />shown on the Countv's criticalareas maps. Allproiects proposinq uses listed in 17A.03.030 <br />that are within the unconsolidated deposits within the Kittitas and Roslvn basins, or within a <br />Group A wellhead protection area shall be reviewed for potential hazards to qroundwater. <br />2. Mappinq. The desiqnated CriticalAquifer Recharqe Areas are mapped in the Kittitas Countv <br />CriticalAreas Ordinance CriticalAquifer Recharqe Area Map. Permit reviews will be based <br />on the mapped critical area desiqnation shown on the critical areas maps.. <br />{7A.03.030 Applicabilitv. <br />This chapter requlates the followino uses when located in a critical aquifer recharqe area:1. Storaoe tanks:2. Commercial vehicle repair. servicino. and salvaoinq facilities:3. Reclaimed wastewater:4. New landfills. includinq hazardous or danqerous waste. municipal solid waste. special waste. <br />wood waste of more than two thousand (2.000) cubic vards. and inert and demolition waste <br />landfills:5. lniection wells used for disposal of waste oroducts includino. but not limited to. stormwater <br />discharqe. hazardous or radioactive waste. or industrialwaste: <br />6. Wood treatment facilities that allow anv portion of the treatment process to occur over <br />permeable surfaces (both natural and manmade):7. Commercial coal.ore mininq operations. and naturaloas exploration and extraction: <br />B. Facilities that store. process. or dispose of chemicals containinq perchloroethvlene (PCE) or <br />methyltertiary butyl ether (MTBE)or other chemicals with the potentialto contaminate <br />qroundwater; <br />9. Dairy farms and feedlots: <br />10. Man-made stormwater detention or infiltration ponds. manure laqoons. and irriqation ponds: <br />and <br />11. Anv other alteration or development that the Director determines - based on best available <br />science- is likelv to have a siqnificant adverse impact on qround water. <br />1 . 17A.03.040 Protection Standards.Storage tanks. Aboveground and underoround storaqe <br />tanks or vaults used for the storage of hazardous substances. animal wastes. sewaqe <br />sludqe. fertilizers. other chemical or biological hazards, dangerous wastes as defined in <br />WAC Chapter 173-303, or any other substances. solids. or liquids in qlantities identified by <br />34
