Vulnerable aqoreqations include species or oroups of animals susceotible to siqnificant population <br />declines. within a specific area or statewide. blr virtue of their inclination to aggregate. Examoles <br />include heron rookeries. seabird concentrations. marine mammal haulouts. shellfish beds. and fish <br />spaning and rearinq areas. <br />3. Criterion 3. Species of Recreational. Commercial, and/or Tribal lmportance: <br />Native and non-native fish and wildlife species of recreational or commercial importance. and <br />recoonized species used for tribal ceremonial and subsistence purposes. whose bioloqical or <br />ecoloqical characteristics make them vulnerable to decline in Washinoton or that are deoendent on <br />habitats that are hiohlv vulnerable or are in limited availability. <br />174.02.610 Public Facilities. <br />"Public facilities" include streets. roads. hiqhwavs. sidewalks. street and road liqhtinq systems. traffic <br />siqnals. domestic water systems. storm and sanitary sewer svstems. parks and recreational <br />facilities, and schools. <br />174.02.620 Qualified Professional. <br />"Qualified orofessional" means a person with exoerience and traininq in the applicable field or critical <br />area. A qualified professional must have obtained a B.S. or B.A. or equivalent deqree in bioloqy. soil <br />science. botanv, enqineerinq. environmental studies. fisheries. oeoloov or related field, and a <br />minimum of 2 years of related work experience. Other equivalently qualified professionals may be <br />approved by the Director on a case bv case basis. <br />1. A qualified professional for wetlands and fish and wildlife habitat conservation areas must <br />have a deqree in bioloqv. soilscience. botanv or related fields and relevant professional <br />experience or professional certification (ProfessionalWetland Scientist Certification) that <br />documents capability in functional assessment and mitiqation techniques. For wetlands. <br />Professional Wetland Scientist Certification. or other documentation of expertise. is required. <br />2. A qualified professional for preparinq Geoloqically Hazardous Area Assessments must be a <br />professional qeolooist or enqineerinq oeolooist licensed in the State of Washinqton.3. Enoineered structures for mitioation of oeoloqic hazards must be desioned bv a qualified <br />professional enqineer or enqineerinq oeoloqist. licensed in the State of Washinqton. <br />4. A qualified professional for critical aquifer recharqe areas must be a professional <br />hydrooeoloqist licensed in the State of Washinqton. who is trained and qualified to analyze <br />qeoloqic. hvdroloqic. and qroundwater flow svstems. <br />174.02.630 Rehabilitation. <br />"Rehabilitation" means a tvpe of restoration action intended to repair natural or historic functions and <br />processes. Rehabilitation activities could involve breachinq a dike to reconnect wetlands to a <br />floodplain or other activities that restore the natural water reoime. <br />174.02.640 Repair or Maintenance. <br />"Repair or maintenance" means an activity that restores the character. scope. size. and design of a <br />serviceable area. structure. or land use to its previously authorized and undamaqed condition. <br />Activities that chanqe the character. size. or scope of a project beyond the original desis and/or <br />which drain. dredqe. fill. flood. or othenffise alter critical areas are not included in this definition. <br />29
