<br /> <br />46 <br /> <br />Chapter 17A.05 <br />FREQUENTLY FLOODED AREAS <br /> <br />Sections: <br /> <br />17A.05.010 Purpose and Intent. <br />17A.05.020 Classification, designation and mapping. <br />17A.05.030 Protection Standards. <br />17A.05.040 Reporting. <br />17A.05.050 Compensatory Mitigation Requirements. <br /> <br /> <br />17A.05.010 Purpose and Intent. <br />It is the purpose of this chapter to reduce the risk to life, property damage, and public facilities that <br />result from floods; mitigate flood hazards that may be exasperated by climate change; and to protect <br />fish and wildlife habitat conservation areas that occur wholly or partially within frequently flooded <br />areas. <br /> <br />17A.05.020 Classification, designation, and Mapping. <br />1. Mapped areas. All lands classified as floodway or special flood hazard areas in the Federal <br />Emergency Management Agency report titled “The Flood Insurance Study for the County of <br />Kittitas County” dated November 5, 1980, as now or hereafter amended, with accompanying <br />Flood Insurance Rates and Boundary Maps, are designated as frequently flooded areas. The <br />study and maps are on file at Kittitas County. <br />2. Other areas. The Flood Insurance Study maps may not show all potential flood hazard <br />areas. Kittitas County may designate unmapped frequently flooded areas. Such <br />designations may be appealed pursuant to KCC 14.08.160. The Director’s designation of an <br />unmapped frequently flooded area shall be based upon the following criteria: <br />a. Documented history of flooding; <br />b. Presence of alluvial fan hazards and/or channel migration zones; <br />c. Evidence of stream channel instability and susceptibility to erosion, and/or <br />d. High groundwater flood hazards <br /> <br /> <br />17A.05.030 Protection Standards. <br />1. Avoidance. All new development shall be located outside of frequently flooded areas, if at all <br />possible and will follow the standard mitigation sequencing process, as defined in KCC <br />17A.01.100. <br />2. Floodplain storage. New uses or developments shall not reduce the effective flood storage <br />volume, alter the direction of flood flows, or concentrate flood flows within a frequently <br />flooded area. If proposed grading, fill, or other alteration or development would reduce <br />effective flood storage volume, then flood storage mitigation per KCC 17A.05.050 is required. <br /> <br />17A.05.040 Reporting. <br />The Director’s approval of a new use or development within a frequently flooded area shall <br />be contingent upon reporting that meets the requirements of KCC 14.08.110 through KCC <br />14.08.130, the general critical areas report requirements of KCC 17A.05.040, and the <br />following: <br />1. The nature, location, dimensions, and elevations of the project property; <br />2. Names and location of all lakes, water bodies, streams, and drainage facilities within <br />three hundred (300) feet of the site; <br />3. The proposed drainage system including, but not limited to, storm sewers, overland <br />flow paths, detention facilities, and roads;
