COMMISSIONERS’ MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />WEBEX <br />REGULAR MEETING <br />HR STUDY SESSION <br />This agenda item was addressed after the executive session listed below. The Board entered executive <br />session at 10:35 AM to discuss the performance of a public employee with an anticipated length of five <br />minutes. Anticipated action: none. The Board exited executive session at 10:40 AM. Action taken: <br />none. <br />EXECUTIVE SESSION – RCW 42.30.140(4)(B) THAT PORTION OF A MEETING DURING WHICH THE <br />GOVERNING BODY IS PLANNING OR ADOPTING THE STRATEGY OR POSITION TO BE TAKEN BY THE <br />GOVERNING BODY DURING THE COURSE OF ANY COLLECTIVE BARGAINING, PROFESSIONAL <br />NEGOTIATIONS, OR GRIEVANCE OR MEDIATION PROCEEDINGS, OR REVIEWING THE PROPOSALS <br />MADE IN THE NEGOTIATIONS OR PROCEEDINGS WHILE IN PROGRESS. <br />This agenda item preceded the executive session agenda item listed above. The Board entered <br />executive session at 10:22 AM to discuss labor relations with an anticipated length of five minutes. <br />Anticipated action: direction to staff. At 10:27 AM the Board extended executive session for an <br />additional five minutes. The Board exited executive session at 10:32 AM. Action taken: direction to <br />staff to proceed as discussed. <br />OTHER BUSINESS <br />Commissioner Wright inquired about the possibility of creating a personnel policy to address union <br />wage adjustment requests outside of a wage survey or a collective bargaining event. Director Young <br />responded that a personnel policy could be created, but the County could not ban unions from coming <br />forward with special wage requests. She suggested that an MOU could be created during the collective <br />bargaining process stating that special requested will not be considered. Deputy Prosecutor Horner <br />agreed.
