Common Competencies for state, local, and tribal Intelligence Analysts, which outlines the minimum <br />categories of training needed for intelligence analysts. All training to ensure baseline proficiency in <br />intelligence analysis and production must be completed within six (6) months of hiring unless the <br />analyst has previously served as an intelligence analyst for a minimum of two (2) years. Proof of <br />satisfaction of this requirement must be accessible to the Department Key Personnel as applicable. <br />4. If funding is allocated to non -DHS FEMA training, the Subrecipient must request prior written approval <br />from the Department Key Personnel before attending the training. The Department will coordinate <br />approval with the State Training Point of Contact. If funding is allocated to non -DHS FEMA training, <br />the Subrecipient must request prior written approval from the Department Key Personnel prior to <br />attending training. The Department will coordinate approval with the State Training Point of Contact. <br />Pursuant to DHS/FEMA Grant Programs Directorate Information Bulletin No. 432, Review and <br />Approval Requirements for Training Courses Funded Through Preparedness Grants, <br />https://www.fem a.aov/sites/default/fii les/2020- <br />04/Training Course Review and Approval IB Final 7 19 18.pdf, the training must fall within the <br />FEMA mission scope and be included in the Subrecipient's Emergency Operations Plan. This <br />requirement only applies to training courses and does not include attendance at conferences. <br />Furthermore, additional federal approvals are required for courses that relate to Countering Violent <br />Extremism prior to attendance. <br />5. For SHSP and UASI, Subrecipients are required to complete the annual Nationwide Cybersecurity <br />Review (NCSR) https://www.cisecurity.ora/ms-isac/services/ncsr to benchmark and measure <br />progress of improvement in their cybersecurity posture. <br />6. In support of efforts to enhance capabilities for detecting, deterring, disrupting, and preventing acts <br />of terrorism and other catastrophic events, operational overtime costs are allowable for increased <br />protective security measures at critical infrastructure sites or other high-risk locations and to enhance <br />public safety during mass gatherings and high-profile events. However, except for an elevated <br />National Terrorism Advisory System alert, prior written approval is required before SHSP and UASI <br />funds may be used for operational overtime. Requests must be submitted to the Department Key <br />Personnel in advance of the expenditure to ensure all additional approval steps can be met. <br />7. Subrecipients should document their preparedness priorities and use them to deploy a schedule of <br />preparedness events in a multi-year Integrated Preparedness Plan (IPP). Subrecipients are <br />encouraged to participate in the State's annual Integrated Preparedness Planning Workshop (IPPW) <br />or may conduct their own local/regional IPPW. Information related to IPPs and Integrated <br />Preparedness Planning Workshops (IPPWs) can be found on the HSEEP website at <br />https://www.fema.aov/HSEEP and https://Preptoolkit.fema.gov/. <br />C. DHS TERMS AND CONDITIONS <br />As a subrecipient of 21 HSGP program funding, the Subrecipient shall comply with all applicable DHS <br />terms and conditions of the 21 HSGP Award Letter and its incorporated documents for DHS Grant No. <br />EMW-2021-SS-00083-S01, which are incorporated in and made a part of this Agreement as Attachment <br />C. <br />DHS-FEMA-HSGP-SHSP-FY21 Page 10 of 42 Kittitas County, E22-131 <br />
