11/02/2021 MINUTES 4 <br /> <br /> CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE <br /> CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS MOTION SHADY ACRES MOBILE HOME PARK COMMISSIONERS <br />Neil Caulkins, Deputy Prosecutor reviewed options for the Board to <br />consider regarding Shady Acres Mobile Home Park including (1) renewing <br />leases; (2) decide to close the park, issue a closure notice of at least <br />one year; (3) after issuance of closure, compensate tenants for assessed <br />value of mobile homes and issue written notice of at least 90 days to <br />vacate. He reviewed which option(s) they could do individually or <br />together (1, 1 and 3, or 1, 2, and 3). <br /> <br />Vice-Chairman Osiadacz questioned if the Spurling Court Apartments would <br />be an option to the residents. It was noted the effort had been made as <br />HopeSource advertised them as a resource which was done in English and <br />in Spanish. He said the First & Last Chance tavern is also a part of the <br />property purchased by the County and it can be sold at auction as it’s a <br />separate issue from the trailers. Commissioner Wright commented on <br />concerns he has regarding the risks, hazards, and proximity of Wilson <br />Creek and potential sewage leaks into the creek as well. Chairman <br />Wachsmith said he believes the County has gone above and beyond for the <br />residents when issues have arisen and although it’s a difficult <br />decision, they have been given ample time to relocate over the past <br />several years. <br /> <br />Commissioner Wright moved to renew the existing leases through December <br />31, 2022, and provide notice that upon renewal of leases, that the park <br />will be closing by December 31, 2022; and after issuance of closure, <br />compensate tenants for the assessed value of their mobile home or <br />$6,000.00 whichever is the greater amount, and issue a written notice to <br />vacate units by August 15, 2022. Vice-Chairman Osiadacz seconded. <br /> <br />Vice-Chairman Osiadacz said while she understands the reason for the <br />timeline, she was concerned with the difficulty families may be faced <br />with trying to find affordable housing with the current market in <br />Kittitas County. She said she would support the motion because the <br />residents could use the money they will be compensated with by the <br />County to use towards for their first, last and deposit on rent. <br /> <br />Motion carried 3-0.
